Moving Passengers and Cargo A connectivity indicator to steer policy Joe Sultana Director Network Manager 23 March 2017

Network Manager’s Role NM contributes directly to quality of connectivity Coordinates capacity (aligning ATM capacity with supply of connectivity) Improves resilience of these connections (punctuality, cancellations) Quantity of connectivity is largely determined by airlines, airports and many others NM has secondary role as independent provider of information about the network We already have data and forecasts on flights, capacity, delays, airspace structure… The connectivity indicator is a natural addition to this set of information A Connectivity Indicator for Policy

Outcome of Jan17 Workshop on Connectivity Index Focus is connecting regions Simplicity transparency - key features needed Supports problems identification and raises awareness – inputs to business cases – not a direct provider of the business case Intrude some representation of intermodality (eg ground access to airports) A Connectivity Indicator for Policy

A Connectivity Indicator for Policy Possible Indicator Destination Home Connecting Regions Region A Region B 1 2 Three Parts 3 Supply Demand Gap Counting connections Weight of reachable destinations ‘Utility’ of possible trips Travel time Benchmark Origin-Destination (‘gravity’) demand model Options Following our consultation with stakeholders in January, our focus is connections between regions, by intermodal journeys. The indicator has 3 parts: supply of connectivity, demand, and the gap between these. The picture shows some of the options. Again we’re guided by the consultation which said: keep it simple, and transparent. A Connectivity Indicator for Policy
