EFFICIENCY/EFFECTIVENESS FRAME WORK There are two difficult and conflicting challenges: How to improve performance Deal with fewer/scarce resources

Need to find new and innovative ways to improve performance with limited resources. How to gain support from all stakeholders.

The E/E framework is a tool developed by managers to determine cost (efficiency), how to determine workers’ performance (effectiveness) and how to compare cost to performance.

Data gathered in an E/E framework can be used to guide policy and allocation of resources to the various departments, sections and units in an organization. The approaches and structures that produce the greatest improvements for the least cost should be given priority.

PERFORMANCE MANAGEMENT This is a process by which managers and employees work together to plan, monitor and review an employee’s work objectives and overall contribution to the organization.

Employee performance management is a process for establishing a shared work force, understanding about what is to be achieved at an organizational level. It is about aligning the organization objectives with the employees’ agreed measures, skills, competence, requests, development plans and the delivery of results.
