Projected Regional Economic Impact of Medicaid Expansion in 2016 A 2013 RAND report provided a broad economic analysis of the economic impact of expanding Medicaid in Pennsylvania. Projections for 2016 outlined in that report are understated as compared to true implementation of the policy. A New Commonwealth Fund study estimates the loss of more than 137,000 private sector jobs in PA if the ACA is repealed without adequate replacement.
