Exercise Overview Scope: Key State and APHIS VS personnel will use a simulated damaging animal disease scenario, current state and federal plans, policies, training, and procedures to validate the State NVS Plan. Mission area: Response Core Capability: Planning

Objectives Validate the State NVS Plan. Validate the emergency logistics support for a foreign animal disease (FAD) outbreak. Identify strengths, areas for improvement, and recommendations for corrective actions for the State NVS Plan.

Participant Roles & Responsibilities Players: Respond to situations presented based on current plans, policies, and procedures. Observers: Personnel who need a general understanding and situational awareness, but have little role or responsibility in implementing the State NVS plan. Facilitators: Provide situation updates and moderate discussions. Evaluators: Observe and document player discussions.

Exercise Structure Facilitated discussion-based exercise Scenario injects for each of the 4 Modules 1 – Requesting NVS Assistance 2 – Logistics Warehouse/Storage Facility Operations 3 – Alternative State Warehouse Facilities 4 – NVS 3D Response Support Services

Exercise Guidelines Dissemination of any exercise information, pictures, or materials must be coordinated in advance with the exercise point of contact. This is an open, low-stress, no-fault environment. Varying viewpoints, even disagreements, are expected. Base your responses on the current plans and capabilities of your organization. Decisions are not precedent setting; consider different approaches and suggest improvements. Issue identification is not as valuable as suggestions and recommended actions that could improve response efforts; problem-solving efforts should be the focus.

Exercise Guidelines continued Real-world emergencies take priority and will be announced. Facilitators may make changes as needed to best meet the objectives. Photos may be captured during the exercise. Participants may “opt out” of having their photo taken by notifying the exercise facilitators before the exercise begins. The exercise scenario is based on fictitious animal disease outbreaks in the state as they are presented to achieve exercise objectives. All players receive information at the same time.

Exercise Evaluation Written After Action Report /Improvement Plan Input based on Exercise objectives and expected outcomes identified by the exercise planning team, and documented in Exercise Evaluation Guides (EEGs). Hotwash – Participants have an opportunity to review the objectives. Voice their opinions on the exercise design and conduct. Participant Feedback forms. Evaluator observations, analysis, and recommendations.

Module 1 – Scenario Inject 1 Questions Who are the primary agencies and officials leading the emergency response effort? What support organizations are requested to be engaged now to assist with the logistics response and what support is needed from each, (i.e., what is their role)? What resources, both physical assets, (i.e., supplies and equipment) and response personnel, are readily available within the State? How is this determined? What role does the APHIS VS District play in the response organization at this point? What is the process to mobilize APHIS VS District personnel? How are the APHIS VS District physical assets mobilized?

Module 1 – Scenario Inject 2 Questions What is the process to activate and organize the State’s Incident Command System (ICS) Supply Unit to manage warehouse/storage facility operations and perform the NVS mission? What positions in the ICS organizational chart are staffed with animal disease subject matter experts? What guidance does the ICS Supply Unit supporting the State NVS Plan require? What training does the ICS Supply Unit supporting the State NVS Plan require?

Module 1 – Scenario Inject 3 Questions How quickly can the APHIS VS District mobilize field personnel? How many responders can the APHIS VS District provide? Would the State Emergency Operations Center (SEOC) be activated? If so, when and to what level? What role does the SEOC play in logistics support? What is the process to request agency/emergency support function (ESF) support at the SEOC? What agencies will be requested to staff ESFs at the SEOC? At what point will the ESFs be requested to support the emergency? What process concludes that NVS countermeasures are needed? What organizations and positions are involved in the decision?

What role/actions does the APHIS VS District Director (DD) play/take in the NVS request process? At what point is NVS assistance requested? What NVS physical countermeasures, (i.e., supplies and equipment) are requested first to support this emergency? What position is tasked as the Incident Command point of contact to coordinate NVS countermeasures deployment details with the NVS Deployment Management Team (DMT)?

Module 1 – Scenario Inject 4 Questions Who (what position) within the response organization will the DD inform that the NVS deployment has been approved and what process will he follow to ensure the ICS 213 RR NVS form is completed? Who (what position) within the response organization is tasked to complete the ICS 213 RR NVS form and submit it to the NVS DMT? What NVS countermeasures are requested in Section 4 of the ICS 213 RR NVS form?

Module 1 – Scenario Inject 4 Questions Section 5 of the ICS 213 RR NVS form describes the delivery location and Incident Command points of contact. Who within the response organization are the points of contact? What process activates the warehouse/storage facility to support this incident? Who within the State needs to know that NVS countermeasures have been deployed and who notifies these personnel?

Module 1 – Scenario Inject 5 Questions How does a Governor-declared emergency impact the level of logistics support provided by the support organizations? What impact does the Governor-declared emergency have on requests to and responses from support agencies - Would the process change?

Module 2 – Scenario Inject 6 Questions What position(s) within the response organization will receive the NVS shipment file? What process setups the warehouse/storage facility to receive the NVS countermeasures? What is the floor design and storage system at the warehouse/storage facility? Other than the commercial/government bill of lading, what documentation is required for incoming shipments at the warehouse/storage facility? What just-in-time-training is conducted to prepare the response staff to receive the NVS shipment?

How are field orders packed (e.g. pallet level, box level, etc.)? Where is NVS animal handling or depopulation equipment received and stored? If the APHIS VS and primary State agency unified command incident command post (ICP) is not collocated at the warehouse/storage facility, what processes and means are in place for the warehouse/storage facility to communicate with ICP? How is communication conducted inside the warehouse/storage facility?

Module 2 – Scenario Inject 7 Questions Where is animal vaccine received and stored? What kind of refrigeration equipment is used and what is the storage capacity? How and how often is the vaccine temperature monitored? What type of shipping container and cold chain management is used to transport vaccine to the field?

Module 2 – Scenario Inject 8 Questions Section 13 of the ICS 213 RR NVS form states that if human antiviral medication is requested, provide the contact information for the medically qualified person responsible for receiving, storing, prescribing, and dispensing. What agency and position is tasked as the point of contact and by whom? What process identifies the medically qualified person that oversees the receiving, storing, prescribing, and dispensing of human antiviral medication? What are the State pharmaceutical requirements to receive and store human antiviral medications, (e.g., pharmacy and/or professional licenses, security)? Where is human antiviral medication received and stored?

Module 2 – Scenario Inject 9 Managing Inventory Questions What system or tool will maintain inventory accountability of NVS countermeasures? What system or tool is used to maintain inventory of NVS deployed animal vaccine and human antiviral medication? What resource ordering processes will incident command follow to request additional support from the NVS?

Module 2 – NVS State Inventory Management File (IMF) Purpose Track on-hand (OH) inventory and issued material. Manage ordering, receiving, storing, and issuing supplies and equipment. Provide something better than paper and pencil. The NVS IMF is a Microsoft Office Access tool with the following capabilities: Warehouse storage location management Source of supply and supported customer management Receipt processing Pick sheet and packing slip creation Inventory management Simplified frequently used reports.

What processes, if any, are in place for in-transit security, if required? Will incident command establish incident bases to store readily- available equipment and supplies? What position in the operations section picks up animal vaccine from the warehouse/storage facility or receives it in the field? How is cold chain maintained during transport?

Module 2 – Scenario Inject 11 Questions The State department of health/public health is supporting the Governor-declared emergency for the outbreak. How does the State department of health/public health level of support change, if at all, in light of the new public health issues? How does the State department of health/public health prioritize support to both the animal outbreak and the new human impact?

What position within the response organization determines the cleaning and disinfection (C&D) procedures of NVS items before return to the State warehouse/storage facility? What quality control processes verify acceptable C&D? What position within the response organization transports the returnable NVS countermeasures from the field sites to the State warehouse/storage facility?

Is the State National Guard requested to provide support? Is payment of expenses required for their participation? If yes, what agency is responsible for payment? Is USDA providing funding? How long does the warehouse/storage facility agree to support the primary State agency response to manage NVS assets without external funding?

How quickly can alternate facilities, supply unit personnel, material handling equipment, and refrigeration capability be activated? What support organizations are available to provide the supply unit personnel and equipment (i.e., material handling equipment, refrigeration, etc.) at the alternate site? What process notifies and mobilizes the supply unit staff for the alternate warehouse/storage facility?
