Why did it go so well Offered immediate and direct benefits to beneficiaries and changed behaviours Brought local institutions to work together with communities and built institutional capacity Gave policy support to national level institutions

Scaling up: from pilot to national level Build on previous success and move to integrated nutrient pollution control Use institutions (local, national) as drivers for change Seek incentives for institutions to be engaged – be politically sensitive Institutions are critical, but need to find better ways to involve them
