I. Background Endorsement of 38th RCA NRM Expansion of RCA Membership Working Group on the RCARO’s Future Role held three meetings to discuss issues raised in the Strategic Paper reported by the Director of RCARO in 2014. During meetings, WG established detailed procedures and guidelines on the possible options for the RCARO’s future role such as Supplementary Project (SP), Research Project (RP), Training Project (TP). At the 38th National RCA Representatives Meeting, it was endorsed that in 2016 the RCARO Managed Projects commence with a Training Project (TP), specifically on the topic of informing the new RCA Government Parties about RCA programme, policy, procedures and related matters. Expansion of RCA Membership RCA has expanded its membership from 17 to 22 since 2012. In regard to the expanded RCA membership and new GPs’ active participation in RCA Programme, it is needed and timely to organize a Workshop on the IAEA/RCA related matters.

II. Scope and Nature of the Workshop The Workshop consists of three parts; Overview of IAEA Technical Cooperation Programme Overview of the RCA Programme and RCA Regional Office Discussion on the Future Projects/Programme for the New RCA GPs The Workshop focuses on providing comprehensive information on IAEA, RCA frameworks and programme targeting NRs from new RCA Government Parties and newly appointed RCA NRs with presentations given by experts from the IAEA, RCA and other related organization. The Workshop also provides an opportunity for the participants to discuss on the nuclear status and needs of new GPs for development of future RCA Projects/Programmes
III. Objectives Objectives to strengthen understanding on the framework of the IAEA Technical Cooperation Programme and RCA Programme specifically relevant policies, guidelines, operational modalities and procedural requirements (RCA Agreement, RCA MTS and GoR); to understand the overall management role of National RCA Representatives within the RCA Programme; to develop better synergies and strong cooperation between the newly joined National RCA Representatives and the IAEA; to enable the IAEA and RCA to better understand the status, needs and concerns of the new RCA GPs in the application of nuclear science and technology; and to promote open discussion and exchange ideas on possible future projects/programmes for RCA including the new RCA GPs.
IV. Expected Outcomes Expected Outcomes enhanced understanding of IAEA TC and RCA Programme by the new RCA GPs and newly appointed RCA NRs; promoted cooperation between the IAEA and RCA; enhanced understanding of the status and needs of the new RCA GPs in the application of nuclear science and technology; and conclusions and recommendations on future possible projects/programmes for RCA including the new RCA GPs.
