MoU with Atomenergomash (AEM), Russia WIL and Atomenergomash (a subsidiary of ROSATOM) had signed an MoU in 2011 for joint manufacture of NPP Equipment ROSATOM Overseas Services (RAOS) is a newly formed organization to deal with business development and contractual agreements for Russian designed NPPs on new sites as well as implementation of localization programme. RAOS invited WIL to Moscow on 31 May 2016 for discussions on co-operation for Russian NPPs and MOU is signed for co-operation and localization of equipment for Russian NPPs in India. Items for Kudankulam for which we see scope for mfg in India: a) Quick Boron Injection Tank b) ECCS First & Second stage accumulators c) Heat Exchangers of PHRS d) LP & HP reheaters (including supports and fixture) e) De-aerator tank

Major Issues which have a bearing on the efficacy of the Nuclear Program in India 1 Timeline for NPP Projects – firm timeline to be defined to enable industry to plan in advance (long hiatus in order placement has hurt industry) 2 Crash the lead time for Bid to PO award cycle. Long lead times seriously hamper plans for execution on shop-floor 3 Assurance of continued business – rationale for investing in augmentation of facilities/manpower 4 Due weightage to be given to capabilities, reference list and past track record along with tenure of partnership with DAE/NPCIL 5 Payment terms to enable vendors to stay cash positive – both w.r.t. advance payments and lead time for release of payments against invoices 6 Measures like real time claim settlement in case of change in scope, waiver of LD in case project schedules are not impacted 7 Speedy drawing approvals, adequate residential QS coverage, simplification of purchase procedures
