Who SAMSA is a network organization for southern Swedish municipal waste operations. SAMSA focus on knowledge and technology transfer in the collection and treatment of household waste. The members are together responsible for the collection of about 15 percent of the Swedish household waste. SAMSA consists of 3 municipal administrations and 11 municipality owned companies representing 30 municipalities.

Why Problem Few and not very innovative tenders A need to climbe the waste ladder Measure 1 Initiate an ongoing market dialouge for better procurement of waste collection. A first kick-off meeting was held in Malmö in autumn 2013. In the meetings, we discuss general procurement issues and exchange experiences, thus increasing understanding of one another’s activities. The aim is to learn from each other, share best practices, create understanding and increase trust between buyers and suppliers.

Aim Develope procurement skills and gain a deeper understanding of innovative processes, and thereby stimulate R&D (processes and culture both internal and external) Contribute to the development of market-based solutions so that the recycling ratio can increase Keep it simple, open and fast!

The challenge Tomorrow??? Today!

Process Seven contestants developed ideas One contestant performed pilot test At least four other participants continued developing their ideas Requirement started November 2013. Pilot test was finished March 2016.

Direct effect The winning concept - an advanced plattform for sharing, renting and buying used things, integrated with behavior changing communication. (Atkins – engineering consultancy + subcontractors) SAMSA will not take the next step and buy the solution on commercial terms. SAMSA only operates on a regional level and it will be hard to limit the solution to this level. A national level would create a better impact. Discussion is ongoing with the national bransch organisation.

Impact Active participation in the development: Contestants Subcontractors Members of SAMSA Researchers from three different universities Other stakeholders (municipalities, gov.agencies, consultants etc.)

Impact Business impact Contestant Off2off (micro enterprise) cooperated with the municipality of Ystad in the development phase. As a result of the cooperation Off2off are now working with the municipality on commercial terms, which has led to more municipalities showing interest in the solution. Contestant Tyréns cooperated with the municipality of Malmö in the development phase. The municipality made a full scale pilot test after the PCP. Indirect impact: creating a culture of innovation. Leading to other innovation procurements, cluster initiatives, test bed development, etc.

Be innovative! Lessons learned Make sure contestants have a strong interest in commercialising their solutions Be ready to answer impossible questions Exactly when does an idea become a commercial product in an innovation process? How do you handle a company that is not participating in the PCP, but develops a similar solution and commercialize it faster than a participant in the PCP? What if that same company wants to cooperate with the company participating in the PCP? Don´t take for granted that the leading companies on the market will be interested Be innovative!
