DOC-15 Summary of Devices DOC-15 Provides a summary of the Protection Systems components Spreadsheet requests the Entity to list the following: Protective Relays Communication Systems Current & Potential Sensing Devices Station dc supply Control circuitry associated with protective functions Distributed UFLS/UVLS Devices Consider adding a slide summary of devices

Definitions (Component Type) Protection System: Protective relays which respond to electrical quantities Communications systems necessary for correct operation of protective functions Voltage and current sensing devices providing inputs to protective relays Station dc supply associated with protective functions (including station batteries, battery chargers, and non-battery-based dc supply) Control circuitry associated with protective functions through the trip coil(s) of the circuit breakers or other interrupting devices

Definitions (Component Type) Automatic Reclosing – Includes the following Components: Reclosing relay Supervisory relay(s) or function(s) – relay(s) or function(s) that perform voltage and/or sync check functions that enable or disable operation of the reclosing relay Voltage sensing devices associated with the supervisory relay(s) or function(s) Control circuitry associated with the reclosing relay or supervisory relay(s) or function(s)

Definitions (Component Type) Sudden Pressure Relaying: Fault pressure relay – a mechanical relay or device that detects rapid changes in gas pressure, oil pressure, or oil flow that are indicative of Faults within liquid filled, wire- wound equipment Control circuitry associated with a fault pressure relay

Legacy PRC Maintenance Legacy PRC Maintenance and Testing Standards: PRC-005-1.1b Protection System Maintenance and Testing (inactive 3/31/27) PRC-008-0 UFLS Equipment Maintenance (inactive 3/31/27) PRC-011-0 UVLS Maintenance and Testing (inactive 3/31/27) PRC-017-1 RAS Maintenance and Testing (inactive 3/31/27) Legacy standards required the entities to establish their own maintenance and testing program, along with their own intervals.

Version 2 and 2(i) There were two version 2 PRC-005 standards that were enforceable: PRC-005-2 combined all legacy PRC maintenance standards (005, 008, 011 and 017), and introduced required maintenance activities along with an option for performance-based intervals for Protection Systems (enforceable 4/1/15 to 5/28/15) PRC-005-2(i) added BES dispersed power producing resources from Inclusion I4 of the BES definition (enforceable 5/29/15 to 12/31/16)

Versions Never Enforceable There were six (6) versions of PRC-005 that were approved but never enforceable: PRC-005-2(ii) replaced SPS with RAS PRC-005-3 included Automatic Reclosing PRC-005-3(i) added BES dispersed power producing resources PRC-005-3(ii) replaced SPS with RAS PRC-005-4 added Sudden Pressure Relaying PRC-005-5 added BES dispersed power producing resources

Version 6 PRC-005-6: Incorporates all previous revisions. Added supervisory relays, associated voltage sensing devices, and control circuitry to Automatic Reclosing Became enforceable 1/1/16 Includes a complex long term Implementation Plan

Automatic Reclosing Automatic Reclosing maintenance applies to: Automatic Reclosing applied on the terminals of Elements connected to the generating plant substation BES bus where the total installed gross plant capacity is greater than the largest unit within the Reserve Sharing Group Automatic Reclosing applied on the terminals of BES Elements at substations one bus away from plants specified above that are less than 10 circuit-miles from the plant substation Automatic Reclosing applied as an integral part of a RAS installed for BES reliability

Sudden Pressure Relaying Sudden Pressure Relaying maintenance applies to: Sudden Pressure Relaying installed for the purpose of detecting Faults on BES Elements Sudden Pressure Relaying for generator Facilities that are part of the BES, including: Sudden Pressure Relaying for generator step-up transformers for generators that are part of the BES Sudden Pressure Relaying for station service or excitation transformers connected to the generator bus of generators which are part of the BES, that act to trip the generator either directly or via lockout or tripping auxiliary relays Include language from section 4.2.5.3

Implementation Plans The PRC-005-6 Implementation Plan (IP) addresses: Incorporation of all revisions for versions 2(ii), 3, 3(i), 3(ii), 4 and 5, which are superseded by the PRC-005-6 IP (Automatic Reclosing and Sudden Pressure Relaying). Implementation of maintenance and testing of supervisory relays and associated voltage sensing devices related to Automatic Reclosing. Aspects of the PRC-005-2(i) IP which remain as-is and are carried forward (Protection Systems). Note: Implementation Plans are available in the NERC Standards “One Stop Shop”

Intervals Less Than 1 Year Enforcement date for component maintenance activity with maximum allowable intervals of less than one (1) calendar year: 100% compliant on the first day of the first quarter eighteen (18) mo. following applicable regulatory approvals – 10/1/2015 Communications Systems – functional verification DC Supply – 4 and 6 mo. verifications and inspections Global change to component maintenance activity

Intervals of 1 to 2 Years Enforcement date for component maintenance activity with maximum allowable intervals of one (1) calendar year or more, but two (2) calendar years or less: 100% compliant on the first day of the first quarter thirty-six (36) mo. following applicable regulatory approvals – 4/1/2017 DC Supply – 18 mo. verifications and inspections

Intervals of 3 Years Enforcement date for component maintenance activity with maximum allowable intervals of three (3) calendar years: 30% compliant in twenty-four (24) mo. – 4/1/2016 60% compliant in thirty-six (36) mo. – 4/1/2017 100% compliant in forty-eight (48) mo. – 4/1/2018 DC Supply – VRLA battery performance verification Talking point of : components maintenance activities and not % of the substations

Intervals of 6 Years Enforcement date for component maintenance activity with maximum allowable intervals of six (6) calendar years: (excludes sudden pressure and automatic reclosing) 30% compliant in thirty-six (36) mo. – 4/1/2017 60% compliant in sixty (60) mo. – 4/1/2019 100% compliant in eighty-four (84) mo. – 4/1/2021 Protective Relay – unmonitored components Communications Systems – unmonitored components DC Supply – performance verification Control Circuitry – trip coil and lockout verifications Distributed UFLS & UVLS – unmonitored relays Highlight the current % on each slide Make sure Seguoe font is used in each of the slides

Intervals of 12 Years Enforcement date for component maintenance activity with maximum allowable intervals of twelve (12) calendar years: (excludes sudden pressure and automatic reclosing) 30% compliant in sixty (60) mo. – 4/1/2019 60% compliant in one hundred eight (108) mo. – 4/1/2023 100% compliant in one hundred fifty-six (156) mo. – 4/1/2027 Protective Relay – monitored components Communications Systems – monitored components Voltage & Current Sensing Devices – unmonitored components Control Circuitry – SPS and auxiliary relay verifications Alarming Paths & Monitoring - verification Distributed UFLS & UVLS – various components

Intervals of 12 Years Enforcement date for component maintenance activity with maximum allowable intervals of twelve (12) calendar years: (introduced in PRC-005-6) 30% compliant in sixty (60) mo. – 1/1/2021 60% compliant in one hundred eight (108) mo. – 1/1/2025 100% compliant in one hundred fifty-six (156) mo. – 1/1/2029 Automatic Reclosing – monitored relays, unmonitored control circuitry, and unmonitored voltage sensing devices Sudden Pressure Relaying – unmonitored control circuitry

Transition Documentation Entities shall maintain documentation to demonstrate compliance with PRC-005-1b, PRC-008-0, PRC-011-0, and PRC-017-1 until they meet the requirements of PRC-005-6 in accordance with the IP Entities shall maintain each of their Protection System components according to their maintenance program already in place for the legacy standards or according to their maintenance program for PRC-005-6 Talking point to the data retention

Transition Documentation While entities are transitioning to the requirements of PRC-005-6, each entity must be prepared to identify: All of its applicable Protection System components. Whether each component has last been maintained according to PRC-005- 6 or the legacy standards. Note: A component maintenance activity is considered transitioned only after the new maintenance activities have been performed. Talking point: important to have a full list of components

Highlights The legacy PRC maintenance standards remain in effect throughout the transition period (3/31/2027) PRC-005-6 & PRC-005-1b are the only remaining standards The two key IPs are the PRC-005-2 and PRC-005-6 Maintain documentation from the legacy standards Continue to maintain components under legacy or new standards Meet the percentages in the IPs Percent transition relates to component maintenance activities Be prepared to identify all components and the last standard under which they were maintained Talking point – include transition component maintenance activity
