The case study of Nasra Sheikh Ali

Cont. On 30 of July,2014, I was monitoring a food distribution center in Mogadishu where WFP/Local NGO staff were distributing monthly food entitlements to IDPs living in Daynile District, outside Mogadishu town, the Somali capital. It come out to my attention one of the beneficiaries did not attend to collect her monthly ration for the coming month of (August), instead she sent one of her family member to collect the food on her behalf.

Cont. We have asked her relative (a man) why she did not come to the center? The man replied She could not come to the center because she is a disabled women. Following the procedure that a relative can not collect a registered beneficiary ration food on his/her behalf, WFP/NGO staff refused automatically to release the food. This was an opportunity for me to apply the skills and knowledge I have learned during my study of Module one of social exclusion course at Plan academy.

Cont. I have decided to influence WFP/NGO staff to go with the relative and see the condition of Nasra Sheikh Ali. My colleagues asked me why I was so curious in this case. some of us were worried to go the IDP camp due to insecurity in the area but I encouraged them to take the risk to verify the claim by her relative. On Friday, Next day, we all went to see the IDP Camp where Nasro Sheikh lives.

Cont. I and my colleagues were welcomed by Nasra and her family. we have asked her why she was unable to collect her food in the center. She told us she could not go with other families due to her disability condition, For example; she was called names like Curyan, Naafo, (Somali common names used for people living with disability) when she is in the distribution line. She told us that she was even once looted by other families and she was not able to resist them. She also showed us a couple of people living with disability in the same IDP camp.

Conclusion The Monthly Food ration for Nasro’s family was released and I have encouraged Nasro and her colleagues to come to collect their food ration at the center. I have told her that that she was nearly to miss her food ration because of her lack of attendance at the distribution site. I have explained to her that she has the same rights as every one else in the food distribution center and she should not be missing her food ration because of humiliation in the future. I have also explained the 2006 UN Convention on the Rights of Persons with Disabilities for my colleagues from WFP/local NGO at the food distribution center.

Action Plan for the Next 6 months Raise the challenges of people living with disabilities at the distribution centers with WFP/NGO. Raise mobilization with deferent stakeholders camp leaders; NGO staff and Local authority
