Overview of DPSS Adult Services Programs Adult Services Division (ASD) In-Home Supportive Services (IHSS) Adult Protective Services (APS) Public Authority (PA) Curtailing Abuse related to the Elderly (CARE) Homeless Program Cash Assistance Program for Immigrants (CAPI)

In Home Supportive Services (IHSS) The IHSS program is available to low income aged, blind and disabled persons and is intended to help them remain safely at home to avoid placement in an institutional setting.

Available Services through IHSS Housecleaning Meal preparation Laundry Grocery shopping Personal care such as bathing, grooming and paramedical services Accompaniment to medical appointments

How to Apply Applications are submitted by phone at 1-888-960-4477 Minimum information needed is name, DOB, SSN, and address in Riverside County Health care certification forms are mailed to the applicant (SOC 873 and 874) Medi-Cal application is mailed to applicant if not currently eligible Expedited intake process is available under certain circumstances

In Home Needs Assessment The IHSS social service worker provides an in-home assessment of the client’s functional abilities and need for services.

Who Performs the Services? Family, friends, neighbors, or anyone of recipient’s choosing that meets enrollment requirements, can be paid providers. Independent Providers referred from the Public Authority registry.

Service Authorization Medi-Cal must be in effect prior to approval SOC 873 Health Certification required prior to approval Notice of Action mailed to recipient’s home informing of approval or denial and detailing amount/type of services Right to request a fair hearing if disagree with determination Yearly re-evaluation done in the home unless change in condition

Demand for Services has Increased The IHSS program in Riverside County has grown over the past several years, increasing from about 14,000 clients in 2007 to over 28,000 clients in 2016.

Public Authority Maintains a registry of qualified home care providers that have passed criminal background check Assists in the matching of recipients with providers Back up system of providers to ensure continuity of care Registry Dispatch: 1-800-915-1777

Mr. Lewis part 4 cont. Neurologic exam notable for possible old stroke Weakness in hip muscles (difficulty arising from chair) Abnormal gait Poor balance Timed Up and Go abnormal Mini-Cog: remembers only 1 word
