By Twila C. Leigh Constitution Chairman How to Present a Motion & How to Present an Officer or a Committee Report By Twila C. Leigh Constitution Chairman Operation Workshop December 17, 2011

Obtaining the floor Rise and address the Chairman by saying, "Madame Basileus, or Madame President." Wait until the Basileus recognizes you

Make Your Motion Speak in a clear and concise manner. Always state a motion affirmatively. Say, "I move that we ..." rather than, "I move that we do not ...". Avoid personalities and stay on your subject.

Wait for Someone to Second Your Motion Another member will second your motion or the Basileus will call for a second. If there is no second to your motion it is lost.

The Basileus States Your Motion The Basileus will say, "it has been moved and seconded that we ..." Thus placing your motion before the membership for consideration and action. The membership then either debates your motion, or may move directly to a vote. Once your motion is presented to the membership by the Basileus it becomes "assembly property", and cannot be changed by you or anyone else without the consent of the members.

Expanding on Your Motion The time for you to speak in favor of your motion is at this point The mover is always allowed to speak first All comments and debate must be directed to the Basileus Keep to the time limit for speaking that has been established The mover may speak again only after other speakers are finished, unless called upon by the Basileus.

Putting the Question to the Membership The Basileus asks, "Are you ready to vote on the question?" If there is no more discussion, a vote is taken. Yelling “Question” or “I call for the question” does not stop debate On a motion, to move the previous question (end debate) may be adopted if seconded and passed by 2/3 vote.

Officer or Committee Reports Remember that we are conducting a business meeting, so conduct your behavior according Speak in a clear and concise manner Conclude by asking “Are there any questions?” Address any questions If your report was only informational, state, “Madame Basileus, this concludes my report” If your report contains recommendations and/or involve financial request, state, “I move that my report be accepted with the recommendations presented” After addressing questions, Treasurer and Assistant Treasure reports conclude by stating, “I move that my report be filed for audit.”

Review Once the Basileus has placed your motion before the membership do you need the consent of original maker of the motion to amend it? Does yelling “question” or “I call for the question” automatically end debate on a motion? What is required to end debate? If your report contains a recommendation that will financially impact PTO sorors, how do you conclude your report?

Parliamentary Procedure work only when used properly Allow motions that are in order. Have members obtain the floor properly. Speak clearly and concisely. Obey the rules of debate. Most importantly, BE COURTEOUS

Thank You
