RECENT FEDERAL GRANTS HUD: DOT: SUSTAINABLE REGIONAL COMMUNITIES PLANNING GRANT POTENTIAL FUTURE GRANT POSSIBILITY AFTER THE ADOPTION OF VISION 2040 CONGRESS HAS APPROPRIATED ANOTHER $150M IN FFY2011 FUNDING COMMUNITY CHALLENGE PLANNING GRANT (NEXT SLIDES) DOT: TIGER II – PLANNING GRANT (NOT BEING PURSUED) TIGER II – CONSTRUCTION COMPLETION OF STREETS WITHIN DOWNTOWN LAS CRUCES FTA – ALTERNATIVES ANALYSIS RAIL STUDY BETWEEN LAS CRUCES AND EL PASO:

HUD COMMUNITY CHALLENGE PLANNING GRANT OVERVIEW MASTER PLANS THAT PROMOTE AFFORDABLE HOUSING LOCAL, CORRIDOR, AND DISTRICT PLANS THAT PROMOTE LIVABILITY & SUSTAINABILITY REVISIONS TO DEVELOPMENT CODES THAT REMOVE BARRIERS AND PROMOTE SUSTAINABILITY, INCLUDING HOUSING OPTIONS REVISIONS TO BUILDING CODES FOR ENERGY EFFICIENT REHABILITATION PLANNING, ESTABLISHING, AND MAINTAINING ACQUISITION FUNDS AND/OR LAND BANKS FOR DEVELOPMENT OF AFFORDABLE HOUSING STRATEGIES FOR: CREATING AND PRESERVING AFFORDABLE HOUSING WITHIN MIXED-USE, MIXED INCOME COMMUNITIES OR ALONG EXISTING AND FUTURE TRANSIT ROUTES BRING AFFORDABLE HOUSING WHERE LIMITED NOW OR CLOSE TO SUBURBAN JOB CLUSTERS

CITY’S PROPOSAL, IF APPROVED & AWARDED EL PASEO CORRIDOR PLAN BUILD UPON THE VISIONING AND PUBLIC PARTICIPATION EFFORT UNDERWAY WITH THE “PICTURING EL PASEO” PROJECT UTILIZE THE SERVICES CURRENTLY BEING PROVIDED UNDER THE EPA SMART GROWTH INITIATIVES ASSISTANCE GRANT - PARTNERS WITH HUD AND DOT AFFORDABLE HOUSING ACTIONS UTILIZE RECOMMENDATIONS FROM THE 2009 AFFORDABLE HOUSING STRATEGIC PLAN IF AWARDED, CONSULTANT TO UNDERTAKE THE ACTUAL PUBLIC INPUT PROCESS AND CODE AMENDMENTS FROM PLAN’S RECOMMENDATIONS PROVIDE SEED FUNDS TO ESTABLISH LOCAL AFFORDABLE HOUSING LAND BANK GRANT REQUEST AMOUNT: $1,000,000 MUST BE USED OVER A 3-YEAR PERIOD DONE AS A COOPERATIVE AGREEMENT BETWEEN THE CITY AND HUD REQUIRES A MINIMUM 20% MATCH PROPOSE WITHIN THE RESOLUTION THAT WE WOULD PROVIDE $500,000 TO MATCH THE FUNDS FOR THE LAND BANK (BASED ON THE RECENTLY ADOPTED STRATEGIC PLAN) WOULD REQUIRE BUDGET ADJUSTMENT AT A LATER DATE MORE MATCH PROVIDED, THE BETTER OUR ODDS CAN BE BOTH CASH & IN-KIND CAN USE LOCAL, STATE, AND FEDERAL SOURCES (IF AVAILABLE)
