INTRODUCTION The advent of democracy in 1994, government pursued a strategy to formulate public policy, plans and fiscal frameworks to promote service delivery in communities After 5th December 2000, 284 municipalities country wide were created and tasked to respond to service and infrastructure demands of communities Planning process in the public sector is driven by the Integrated Development plans that are intended to be based on intensive public consultations

INTRODUCTION cont. Service delivery, poverty eradication and local economic growth are central to South African’ democracy, peace and freedom In South Africa, development is between developed urban areas and uneven developed peri-urban and rural areas

Purpose of the IDP To facilitate inter- departmental and inter-governmental relations Effective use of scarce resources It helps to speed up service delivery It helps to attract investors It helps to overcome the legacy of apartheid It helps to deepen democracy through stakeholders participation

Phases of IDP (a) Situational Analysis: analysis of baseline data in terms of levels of development, priorities, challenges and causes and available resources (b) Development Strategies: long term vision, development objectives, strategies and specific projects (c) Projects: prioritize projects in terms of community needs (d) Integration: municipal projects prioritized and align with sector departments priorities (e) Approval: stakeholders are invited to comment on a draft IDP and Budget before approval by Council

Core components of IDP (e) Spatial Development Framework (f) Operational Strategies (g) Applicable Disaster Management Plans (h) Financial Plans/Budget for 5 years (i) Key Performance Indicators

3. Progress on IDP The Business Units have submitted their Sector Plans Provincial Sector Departments have undertaken to submit Sector Plans Msunduzi Municipality approved IDP Process Plan Wards Committees consultation took place on 4 December 2010 Msunduzi Municipality approved SDF in 2009 and is currently under review
