Objectives of the CLUE project Increased regional capacity in policy development to facilitate implementation and assessment of new solutions and technologies to support low carbon economy in urban areas A shared perception on Climate Neutral Urban Districts within the CLUE partnership I think all of the CLUE partners remember how we started more than two years ago at our Opening Conference in Stockholm. People from different nations, different kinds of cities and regions, people with different backgrounds. However, these differences, these different experiences were THE important factor within our project. And this is actually the idea behind INTERREG. In order to develop a climate neutral urban district, it is important to study experiences from other European cities and regions that already have or are planning to have similar urban development projects with focus on climate mitigation strategies. So what we wanted to do and what we have done is to develop policies that help cities or regions on their road to implement climate neutral urban districts. So – how did we do that? And what was the outcome?

In addition each city or region did an implementation plan which was derived from ideas gathered within the good practices of others or from study visits in the different cities. In some cases a whole good practice was of interest for the partners like for example the Hammarby Ecocycle model or Vienna‘s citizen power plant, in other cases only small parts of a good practice were used (for example the use of indicators within the Barcelona Energy, Climate Change and Air Quality Plan). The CLUE roadmap The CLUE project decided to adopt a roadmap appraoch => roadmap as a framework and tool to collect and integrate necessary methods, measures and steps towards climate neutrality. Roadmap defines a framework to guide and structure the long-term process towards climate neutrality Guided by the long-term goal of the climate neutral city Data collection & baseline analysis, establishing of indicators and evaluation schemes Measures and projects to realise the vision => cooperation across administrational departments, sectors, involvement of stakeholders and citizens Open for constand evaluation, adoption and learning => flexibility Adoption to local specifics and framework conditions => no single path to climate neutrality => every city has to develop its own roadmap to climate neutrality Some of the measures and tools needed to work towards climate neutrality can be derived from the CLUE project => 5 thematic work groups, experiences from the CLUE cities and regions & tools from the university partners I‘m presenting overall policy recommendations derived from the work in the CLUE project Establishing the groundwork on city level Focusing on defining the problem and setting the agenda for local action Following presentations present the results and recommendations specific to the work group themes of the CLUE project. 9

Urban policy making towards CLUEs Policy recommendations Convincing important decision-makers to go for CLUEs Ensure support cross political boundaries Effect / impact Establishing CLUEs as perspective and goal in a city‘s budget and administration Ensure long-term political support Targeted at political level, to establish the basis for targeted actions over a long period of time Establishing climate neutral urban districts is a long-term process that requires consequent action over a long-term period of time Create a broad and shared understanding of a climate neutral urban district and its advantages Within the municipal administration, let by a department of the city administration Convince decision makers to support necessary steps => reach a politically legitimised decision as basis for local action and local budgeting Political commitment over a long period of time is needed => majority has to support transition process to climate neutrality, across party boundaries, across changing majorities following elections Raising awareness and mobilising support among politicians self-binding agreements 10

Urban policy making towards CLUEs Policy recommendations Developing roadmaps as an overall approach Integrated planning to generate synergies between sectors Effect / impact Integrating goals and measures in a systematic scheme including feedback loops Cooperation between sectors and integrated measures on district level Develop a roadmap to outline each cities‘ specific path to climate neutrality Means to structure short-term actions on the way towards the long-term goal of climate neutrality Each city must develop its own roadmap specific to local starting point and framework conditions Integrate steps of analyses, development of measures and projects, implementation, evaluation and adaptation => integrate all necessary measures, tools, projects within the roadmap Climate neutral urban districts require a holistic approach => activities of different actors and sectors within the municipal administration and beyond have to contribute to the overall goal of climate neutrality Necessary framework has to be established from the beginning of the process Establishing climate neutrality as an overall guiding vision for integrated measures 11

Urban policy making towards CLUEs Policy recommendations Fundamental changes, not only technical innovations Establishing learning schemes from the beginning Transfer CLUE achievements city wide Effect / impact Transition of city structures and systems towards a low carbon society and green economy Improving competences and skills of municipal institutions and stakeholders, avoiding sub-optimisation and bad solutions Learning from CLUE on an institutional level, improving the overall planning and implementation Climate neutral urban districts require more then technical innovations Innovative processes and organisations, new forms of participation and cooperation => co-creation of measures Combining different measures which equally consider social, ecological and economic aspects Develop, try out and learn about cobined new solutions Main purpose of a climate neutral urban district is to learn about processes and technologies From the beginning of the planning process learning schemes should be developed and integrated => how to learn from the experiences made and how to integrate lessons learnt in planning and decision making processes Institutional learning processes should be analysed and documented, also mistakes and falues Successful solutions should be further optimised and integrated into statutory requirements (municipal legislation and regulation) Climate neutral urban districts should be spaces to try out innovative solutions and processes and to illustrate sustainable urban development Test beds and role models => establishing a climate neutral urban district is not an end in itself but a stepping stone towards the climate neutral city Processes and methods have to be developed and established which allow to transfer experiences and lessons learnt from established CLUEs to other districts Overall planning in the city has to be influenced by the experiences made with CLUEs 12
