International Organization for Standardization An international standard-setting body composed of representatives from various national standards organizations (different countries)

ISO Structure

ISO Technical Committee (ISO/TC 301) Member Countries Examines detailed understanding of the objective use of data: Unpacking the inadequacies of specific energy consumption e.g. KWh/Unit as a performance indicator. Understanding regression analysis application to energy performance measurement. ISO/TC 301 has received the benefit of the diversity of member country participation As of February 2017, there were 54 participating and 12 observing countries within ISO/TC 301, as noted below:

South Africa Represented by SABS a Member Country The South African Bureau of Standards define standards as: The oil that lubricates the machinery of economic growth and international trade Essential for global competitiveness Repeatable way of doing something It is a published document that contains a technical specification or other precise criteria designed to be used consistently as a rule, guideline or definition. Created by bringing together the experience and expertise of all interested parties ( producers, sellers, buyers, users and regulators of a particular material/product/ service)

ISO Technical Committee (ISO/TC) 301 Business Plan Aim: To align ISO work programme with expressed business environment needs and trends. This allows ISO/TC’s to prioritize among different projects - to identify the benefits expected from the availability of International Standards - and to ensure adequate resources for projects throughout their development.

ISO/TC 301 Objectives To develop standards and guidance in the field of energy management for improved energy performance and energy savings calculations. Who is it it for? ISO/TC 301 standardization work and products is targeted to all sizes and types of organizations, groups, networks, cities, countries and regions. ISO/TC’s vision: To promote sustainable, effective, and efficient energy use by developing and encouraging use of standards in the field of energy management, including transparent methodologies for energy savings.

ISO 50001 is the main standard for Energy Management, the rest of the standards in its family are there to support it.

Energy Management Suite/Family of Standards Tittle ISO 50001 Energy management systems: Requirements with guidance for use ISO 50010 Measurement and verification of energy savings ISO 50002 Energy audits: Requirements with guidance for use. Specifies the process requirements for carrying out an energy audit in relation to energy performance. ISO 50015 Measurement and verification of energy performance of organizations: General principles and guidance ISO 50003 Energy management systems: Requirements for bodies providing audit and certification of energy management systems. ISO 50021 General guidelines for selecting energy savings evaluators ISO 50004 Energy management systems: Guidance for the implementation, maintenance and improvement of an energy management system ISO 50044 Energy Savings Evaluation: Economics and financial evaluation of energy saving projects ISO 50006 Energy management systems: Measuring energy performance using energy baselines (EnB) and energy performance indicators (EnPI) ISO 50045 Technical guidelines for evaluation of energy savings of thermal power plants ISO 50007 Energy services: Guidelines for the assessment and improvement of the energy service to users ISO 50047 General quantification methods for expected energy savings ISO 50008 Commercial building energy data management for energy performance: Guidance for a systemic data exchange approach)

Standards Under Development

If you are in some way involved in an Energy Management System based on ISO 50001, using the standards mentioned in the previous slides will certainly add value to your work.

Developing ISO standards & ISO 50001 Revision

ISO 50001 is under revision after its first five years of service. The ISO 50001 Revision Process ISO 50001 is under revision after its first five years of service. The Draft International Standard (DIS) is submitted to ISO Central Secretariat by the committee secretary. It is then circulated to all ISO members who then have 12 weeks to vote and comment on it. The DIS is approved if a two-thirds of the P-members of the TC/SC are in favour and not more than one-quarter of the total number of votes cast are negative If the DIS is approved and no technical changes are introduced in the draft, the project goes straight to publication. However, if technical changes are introduced, FDIS stage is mandatory.

Stages & Resources for New Standards Development

Industrial Energy Efficiency Benefits The development process for ISO standards has been divided into stages and the main resources required at each stage are shown in the blue box The first step is to confirm that a new International Standard in the subject area is really needed. A new work item proposal (NWIP) is submitted to the committee for voting. *This stage can be skipped for revisions and amendments to ISO standards that are already published (as long as the scope does not change).

Draft International Standard (DIS) is submitted to ISO Central Secretariat by the committee secretary. It is then circulated to all ISO members who then have 12 weeks to vote and comment on it. The DIS is approved if a two-thirds of the P-members of the TC are in favour and not more than one-quarter of the total number of votes cast are negative If the DIS is approved without any technical changes in the draft, the project goes straight to publication. If technical changes are introduced, FDIS stage is mandatory.

This stage would have been automatically skipped if the DIS had been approved and no technical changes were introduced The draft currently incorporates technical changes following comments at the DIS stage therefore the FDIS stage is mandatory. Final Draft International Standard (FDIS) will be submitted to ISO/Central Secretariat (ISO/CS) by the committee secretary. The FDIS will be circulated to all ISO members for a vote. The revised standard will be approved if a two-thirds majority of the TC/SC is in favor and not more than one-quarter of the total number of votes cast are negative.
