Jackson County Schools Strategic Waiver School System Decision Student Success through Leadership, Character, and Performance!

Why is Jackson County Schools choosing IE2/Strategic Waiver School System? The state required all districts to make a flexibility decision by June 30, 2015. Jackson County submitted a letter of intent in March, 2015. Each district had to choose between Status Quo IE2/Strategic Waiver School System Charter System Districts must select either IE2/SWSS or Charter in order to waive Title 20 laws, rules, and regulations in exchange for an accountability contract. Student Success through Leader, Character, and Performance!

What are the benefits of choosing IE2/SWSS District Option? Our vision is to be the most sought after school district in the state of Georgia, thus status quo is not an option. Waivers from Title 20 laws, rules, and regulations can allow for increased innovation and creativity to improve student achievement. SWSS aligns with the Jackson County Schools Strategic Plan Student Success through Leader, Character, and Performance!

IE2/SWSS Waivers The goal of each waiver is to improve student performance through innovation! Student Success through Leader, Character, and Performance!

IE2/SWSS Accountability For each year during the SWSS contract, each school shall increase its CCRPI score (without challenge points) by 3% of the gap between the baseline year CCRPI score and 100. The baseline year will be 2015-2016 (e.g. - All promotion/retention for Grades 3, 5 & 8 requirements will be driven by the local Board policy as developed with school leadership feedback and guidance.) Student Success through Leader, Character, and Performance!

IE2/SWSS Accountability Example 1: Assume a school’s baseline CCRPI without Challenge Points is 60.0 Gap between baseline and 100 : 100-60=40 3% of 40= 1.2 point annual increase from baseline year (2015-2016) Five year targets= 61.2, 62.4, 63.6, 64.8, and 66 (e.g. - All promotion/retention for Grades 3, 5 & 8 requirements will be driven by the local Board policy as developed with school leadership feedback and guidance.) Student Success through Leader, Character, and Performance!

IE2/SWSS Accountability Example 2: Assume a school’s baseline CCRPI without Challenge Points is 84.2 and the top quartile is 81.5 (not actual numbers), thus putting the school in the top quartile in the state. The school must remain in the top quartile, continually working to improve its CCRPI. (e.g. - All promotion/retention for Grades 3, 5 & 8 requirements will be driven by the local Board policy as developed with school leadership feedback and guidance.) Student Success through Leader, Character, and Performance!

IE2/SWSS Accountability Schools demonstrating a trend of improvement, and meeting the equivalent of three years’ of targeted improvement by the end of the IE2/SWSS contract, will be deemed as meeting the accountability requirements of the contract. (e.g. - All promotion/retention for Grades 3, 5 & 8 requirements will be driven by the local Board policy as developed with school leadership feedback and guidance.) Student Success through Leader, Character, and Performance!

IE2/SWSS Accountability Consequences for not meeting accountability measures: Conversion to charter school status. Operation transferred to another successful school system. Operation transferred to a private, non-profit or for profit entity. Submissions of a remedial action plan to the local BOE including some loss of governance. (e.g. - All promotion/retention for Grades 3, 5 & 8 requirements will be driven by the local Board policy as developed with school leadership feedback and guidance.) Student Success through Leader, Character, and Performance!

IE2/SWSS Accountability Consequences for not meeting accountability measures: Change of leadership and personnel by local BOE. Reconstruction of entire school personnel. Implementation of required individual student achievement plans and implementation of specific programs for improvement. Other options for loss of governance could be imposed by the local BOE. (e.g. - All promotion/retention for Grades 3, 5 & 8 requirements will be driven by the local Board policy as developed with school leadership feedback and guidance.) Student Success through Leader, Character, and Performance!

Strategic Waiver School System Next Steps for each school… Align school goals with district strategic plan. Carefully analyze district and individual school achievement data. (e.g. - All promotion/retention for Grades 3, 5 & 8 requirements will be driven by the local Board policy as developed with school leadership feedback and guidance.) Student Success through Leader, Character, and Performance!

Strategic Waiver School System Next Steps for each school… Leadership teams work collaboratively with teachers, students, parents, and stakeholders to consider waivers that may support achievement of school vision, mission, and student achievement goals. (e.g. - All promotion/retention for Grades 3, 5 & 8 requirements will be driven by the local Board policy as developed with school leadership feedback and guidance.) Student Success through Leader, Character, and Performance!

Strategic Waiver School System Next Steps for each school… Use waiver opportunities to be creative and innovative to increase student engagement, rigor, and personalized learning for increased student achievement and performance. (e.g. - All promotion/retention for Grades 3, 5 & 8 requirements will be driven by the local Board policy as developed with school leadership feedback and guidance.)
