We will discuss plans for the coming year, communication with stakeholders, and how we can continue to support student success in concurrent enrollment programs.

Extension to Higher Learning Commission Deadline Approved All Minnesota State colleges and universities with a concurrent enrollment program have an extension that allows an additional five years (2022) by which to meet the faculty qualifications standards. Extension allows for all current and new concurrent enrollment instructors to work towards meeting the faculty qualifications standards within this extended timeline.

Minnesota State Comprehensive Plan for Faculty Qualifications and Program Sustainability November 2016, Education Minnesota, Minnesota State College Faculty (MSCF), Inter Faculty Organization (IFO), and Minnesota State joined together to move forward a concurrent enrollment comprehensive plan to support the vitality of high-quality concurrent enrollment programs and to assist concurrent enrollment instructors in meeting the HLC faculty qualification requirements.

Plan Element 1: Review of Instructor Minimum Qualifications Campuses to update database on qualifications of concurrent enrollment instructors who taught concurrent enrollment courses in fiscal year 2017 HR and IT are currently working on expanding database to collect instructor qualification information systemwide Enter both HS and college faculty in ISRS on course schedule

Plan Element 2: Discipline Graduate Courses and Programs Currently, 23 courses are available in 19 different disciplines across the system and viewable on the available on Minnesota State website, the division of Academic and Student Affairs. Minnesota State University Moorhead’s 18 Online program allows concurrent enrollment instructors employed northwest region to have priority application to the graduate courses. 2017 legislation expands concurrent enrollment training opportunities statewide

Plan Element 3: Credit for Prior Learning Portfolio for Tested Experience Plans are underway for portfolio review options in various disciplines such as English and mathematics at some of the state universities. Professional development trainings will be provided to universities to assist in developing these graduate-level credit for prior learning opportunities.

Update on Tested Experience via CPL Universities to develop “Portfolio Review Option” that looks at tested experiences through credit for prior learning (portfolio method) Possible first starts: English, Mathematics, Chemistry

Plan Element 4: Team Teaching Model The team teaching approach could be used as a bridge or transition for concurrent enrollment instructors working on meeting minimum qualifications or as a viable, ongoing option used in unique circumstances Piloted at Lake Superior College and Minnesota West Community and Technical College in 2017-2018. These pilots to inform the development of processes, resources, and model templates that can support concurrent enrollment team-teaching models systemwide.

Legislative Update 2017 Session Defines Concurrent Enrollment Grants to offer Introduction to Teaching/Education courses: $375K in FY18; $375K in FY19 Statewide Concurrent Enrollment Teacher Training Program: $375K in FY18; $375K in FY19 METRO ECSU is working on an RFP for a few of the “most needed” courses. They are surveying their membership to assess need. Stay tuned.

NACEP Accreditation By 2020-2021, all concurrent enrollment programs in Minnesota will need to achieve accreditation by NACEP. Ten out of 33 Minnesota State campuses currently providing concurrent enrollment programming are now NACEP-accredited. Congratulations to Southwest Minnesota State University whose program received NACEP re-accreditation by the National Alliance of Concurrent Enrollment Partnerships (NACEP) Accreditation Commission this year!

Kim SMSU slids In response to the HLC credentialing policy revision Southwest Minnesota State University: Currently reviewing all teacher credentials/transcripts. Response mid-spring 2018 with professional development plans identifying needed credits and timeline expectations Most teachers have a general idea of where they stand but it gets complicated-- Education courses, AP training with graduate credit etc. Began offering 18 graduate credits in Math and English Summer 2015 MnWE – Minnesota Writing & English Conference (A consortium of Upper Midwest Colleges and Universities) – 1 English Credit Expanding to Chemistry in Spring 2018 – 4 credits Encouraging Moorhead Online 18 and other graduate programs available in the Minnesota State System Discussing team teaching approaches. We’ll be following up with Lake Superior and MinnWest to hear what they learned from their trials Discussions currently underway with faculty and the MinnState System Office for a graduate level portfolio review option through SMSU

Getting Faculty Engaged in CE Legislative Updates: Grants to offer Introduction to Teaching/Education courses: $375K in FY18; $375K in FY19 In response to the Minnesota Teacher Shortage with funding available to offer Intro to Ed CE courses to encourage students, especially American Indian students and student of color, to consider teaching as a profession. We have submitted for consideration of this funding with a goal of 24 sections of Intro to Ed in our 19 county region in Southwest Minnesota. Getting Faculty Engaged in CE Culture – SMSU CE program since 1984 Very fortunate to have some very motivated faculty NACEP conference –SMSU has had faculty present at this national conference the past two years as well as NACEP national webinars
