CSD19 Debriefing and Preparations CSD 19 in May 2011 is a CSD “policy session” CSD19 must take policy decisions on practical measures and options to expedite implementation in the following cluster of issue: Mining (good governance); 10YFP on SCP (*) Panama in January Transport; Chemicals; Waste Management Interlinkages and Crosscutting issues (including with MDGs/MoI) Need of very clear priorities (most human resources invested in UNCSD2012 preparations !) 2011 = Policy year IPM in February to discuss policy options and possible actions to address the constraints and obstacles to implementation (*) BE Presidency: outreach with US + social component of SD

10YFP on SCP Panama Intersessional (Jan.2011 – resulting from the Marrakesh Process) outcome: Discussion on its goals, functions, institutional arrangements + key programme areas and criteria and guidelines to build programmes.  Agreement on its urgency (crisis FFF…) to be concluded at CSD9 + to address 3 dimensions of SD in a balanced and integrated manner + built from the “bottom-up” to meet diverse regional needs and priorities POLICY DOCUMENT(S) : PRO GRAM S Vision, global common goals and principles Organizational structure Functions of the 10YFP List of programs Program areas, criteria and guidelines for program selection

High-level Panel on Global Sustainability: (HPGS) main objective - To reflect on and formulate a new vision for sustainable growth and prosperity, along with mechanisms for achieving it, by addressing 3 sets of key issues: New Development Paradigm: get to a low-carbon/green economy, build resilient economies – especially for the most vulnerable, eradicate poverty, achieve sustainable modes of consumption and production, provide for development in a carbon-constrained world,... Mechanisms to put this paradigm into practice, including adjustments to the institutional architecture and financing at global and national levels. Transparent compilation, assessment and disclosure of relevant data & information by public & private entities, with a view to enabling the above. - To have a special focus on climate change as a sustainable development challenge, addressing its three pillars, namely economic, social and environmental, and....a new vision for SD including food, water and energy security, as well as poverty reduction.

Focus of the UNCSD2012 OBJECTIVE of UNCSD2012: THEMES of UNCSD2012: To secure renewed political commitment for SD; To assess progress and remaining gaps in major summits on SD implementation; To adress new and emerging challenges THEMES of UNCSD2012: “A green economy in the context of sustainable development and poverty eradication;” GESDPE “The institutional framework for sustainable development.” IFSD

UNCSD2012 Debriefing and Preparations PrepCom1 (May 2010) setting the scene; Overall outcome : Why renew political commitment for SD? …Because FFF crises predated financial crisis and global recession ; What assessment of progress and remaining gaps in SD implementation? …unevenly distributed & inconclusive; big challenges remain: climate, biodiversity, water, desertification… New & emerging challenges?...integration + obviously lacking ! GESDPE: very different views from “GE=SD” to “GE=green protectionism”; no convergence at all IFSD: weak interest, including for IEG BE Presidency INFORMAL DIALOGUE of December 2011

UNCSD2012 Debriefing and Preparations BE Presidency responses to « Questionnaire » & « Requests for inputs » mixing political issues and facts, postponed +++ by the UNDESA Secretariat, addressed individually to MS with less than 2 months deadline : EU leadership had to be « negotiated » at the WPIEI: 50 pages of « common responses » to the most political questions on SD, GESDPE and IFSD + National responses (including BE) Based on 101/44/22 Responses to questionnaire: key findings collected in a excellent UNDESA Synthesis Report …although late and provisional showing the need for increased integration/implementation And CBDR/leadership of developed/emerging countries

UNCSD2012 FUTURE PROSPECTS Overall outcome of Intersessionnal 1 (January 2011) : On political commitment for SD: increased but obstacles also increased On assessment of progress: linked to the existence of (N)SDS On new & emerging challenges: linked to the lack of implementation On GESDPE: more converging views in the UN Roadmap, Toolbox,... On IFSD: still rather weak; linkages IFSD-IEG ? GESDPE-IFSD ?? Overall prospects for UNCSD 2012 (May(/June) 2012): G77 wants to accelerate the process and start negotiations asap Co-facilitators (N&S) to be appointed and make a zero-draft Lack of resources for the process – call for funding What kind of Interactions between actors: HPGS, OCDE-GE strategy and AMSDE, BASDE*, ILO, UNEP, UNFCCC, CBD,...??? *Business Action for SD=WBCSD+ICC+GLOBAL COMPACT
