We still have the following arms and services: infantry, armor, artillery, special operations, engineer, reconnaissance, NBC, Signal, CIMIC and PSYOPS units.

The left side columns in green show the Land Forces units, the blue column the Air Force units and the brown column the Logistic units. In the right side column you can see the temporary units in our current operations. They are under the command of JFC, but only for coordination matters. 34. LOCATION OF ARMY (LAND COMPONENT) UNITS 25th Infantry Brigade NBC Information Centre 1.EOD & Rivering Battalion 5th Infantry Brigade Combat Training Centre 34th Special Operations Battalion 93rd NBC Defence Battalion 25/88 Light Mixed Bn. Here you can see where the land units are located. The 5th and the 25th infantry brigades are located in two different garrisons as a result of the previous military reforms. Besides the Joint Force Command there are two other units in Székesfehérvár: the 43rd Signal and HQ Support Regiment and the 93rd NBC battalion. MISSION OF THE JOINT FORCE COMMAND Protocol Contracts Search and Rescue Duties of Anti- terrorism De-mining PSO, CRO Home Defense Supporting GOs Guarding HDF JFC Disaster relief National Support In this slide you can see the 17 areas of the main missions and major tasks what the Joint Force Command is responsible for. I would like to highlight the most important one: the mission of Home Defense. This is our main focus and it never will be a secondary or less important task. The yellow areas represent the other important tasks which are carried out day by day and became our routine job. These tasks are: assigning units for Peace Support Operations or Crisis Response Operations; training and preparing units for home defense or for deployment abroad; guarding the airspace of Hungary; providing disaster relief in case of natural disasters like flood; continuously de-mining the mines and explosives left from World War II.; providing Search and Rescue teams in case of air crashes. These two paragraphs of the Constitution describes the situations when armed groups endanger the stability of the Republic, or a State of Emergency has to be introduced. These are the major land exercises in this year. I would like to highlight the „CLEVER FERRET” exercise, which will be our largest exercise with 3000 soldiers. The aim of the exercise is to prepare the Multinational Land Forces Brigade for ISAF mission. The other important and large scale exercises are the NATO „Combat Readiness Evaluations” of our High Readiness Battalion Battle Groups, with 1500 soldiers in each.

The countries and the different missions can be seen on the slide. At this time we have only 878 soldiers serving abroad but other missions like Air OMLT, or Kabul International Airport are on the way, or already started. Our main focus is to sustain our presence in the Balkan in NATO and EU operations with battalion size contingents. As NATO members , participation in ISAF operation is very important to us, and we try to prepare and equip our units as good as possible for the PRT, OMLT and the SOTU missions. Besides the NATO and EU operations Hungary still takes part in some classical Peace Keeping Operations like UNFICYP, which was actually taken over from the Austrians. SPT Mazar-e Sharif: 10 pax Here you can see where the Hungarian units are deployed in Afghanistan. Every units are in the area of Regional Command North, so we have a good cooperation with the Germans in the preparation phase and in the theatre as well. As you can see we provide soldiers to the OMLT, the PRT and SOTU units and staff personnel to the different ISAF commands. We also provide 10 doctors to the German Field Hospital. CONTRIBUTION IN MULTINATIONAL UNITS „TISZA” Engineer Battalion (HU-RO-UKR-SVK); HU-RO Peace Support Battalion; (HU-RO); Multinational Land Forces Brigade (HU-IT-SLO); MLF EU Battle Group (2012); „Visegrad 4”countries EU BG (HU-CZ-SVK- POL) (>2015). Besides the NATO membership the Hungarian Defense Forces take part in other regional multinational initiatives like: the „TISZA” Engineer Battalion with Ukraine, Rumania and Slovakia; the Peace Support Battalion jointly with Rumania; the Multinational Land Forces Brigade with Italy, Slovenia; the Multinational Land Forces based European Union Battle Group in 2012; and the „Visegrad 4” countries European Union Battle Group after 2015.

EFFECTS TO FUTURE CONTRIBUTIONS National Strategy, aims and priority: Continue presence in Afghanistan and in Balkan; Priority of NATO operations; More force to the Balkan; Taking lead nation roles; Taking part in high intensity operations; More effective use of Budget; Ambition level is 1000 troops abroad. NATO demand: Shifting focus from Balkan to ISAF, increase contribution to ISAF; EU demand: Participating in operations in Africa. Looking at our National Strategy and our national interest, the following purposes should be taken into consideration: We have to continue our presence in Afghanistan and in the Balkan; NATO operations should receive priority; We need to concentrate more force to the Balkan; We are ready to take lead nation roles instead of supporting other nation led missions; We need to be prepared to take part in high intensity operations; We need to use our Budget and financial resources more effectively; And we need to consider that our ambition level is 1000 troops abroad.

WAY AHEAD, CHALLANGES Supply NATO High Readiness units with necessary equipment; Carry out affiliation to NRDC Italy in 3 phase; Keep the personnel, help the soldiers’ reintegration to civil society; Postponed procurements and updates have negative effect to maintain important capabilities; Bringing back arms and services which died out thanks for the military reforms; Continue modernization programs like: helicopter, rifle, fighting vehicle, etc. Procurement of modern high precision-, robot equipment, digital battle management systems, fire control systems, simulators. We have some challenges and effects that make our life harder: The Hungarian Defense Forces need to equip and prepare 3 high readiness batllegroups with one brigade headquarters by 2016. The other offered units have already reached readiness or have to reach it in the middle term future: river crossing company, water purification company, ROLE2 medic company, military police company, one NBC company and one Special Operation Group; We have to carry out affiliation to the NATO Rapid Deployment Command Italy in 3 steps: one Hungarian battle group through the Julia Brigade in 2011, two other battle groups through the Multinational Land Forces Brigade and the Mantova Division after 2012, and finally the brigade haedquarters through the Mantova Division after 2017; We need to keep our soldiers, NCOs and officers and prevent them leaving the Joint Force Command units. We need to help their reintegration to the civil society after leaving the army; The postponed procurements and updates have negative effect to maintain important capabilities; We need to bring back arms and services which almost died out thanks for the military reforms; We have to continue the modernization programs like: helicopter-, rifle-, fighting vehicle modernization, or the „Infantry 2020” project; For the future challenges and demands we need to continue the procurement of modern high precision-, robot equipment, digital battle management systems, fire control systems, simulators.
