A-Force and Situation report October 2013 A-Force and Situation report Ministry of Industry Approval: As you may know in Spain is mandatory to obtain an approval from the Ministry of Industry to commercialize any bike within the country. Each bike model must pass a test to reach this approval and must have an approval number. During the last year and a half we have been working closely with Spanish Authorities to remedy this situation. Finally it seems it will be solved before the end of 2013 and hereinafter the legislation in Spain will fix the European law. Any test wouldn’t be passed and furthermore the EN Certification will be the unique requirement. Trade Shows: The last two years two trade shows were organized during the same weekend at the same city, Madrid. AMBE is trying to avoid this situation , helping all parts involved to negotiate an agreement to get a unique and bigger trade show, joining both organizations forces. We hope they could reach an agreement before the end of 2013. E-BIKE subsidy from the Spanish Government We have been working to promote a subsidy from the Spanish Government to all that one who wants to buy an E-BIKE. Now it seems the Authorities will approve before the end of 2013 a subsidy around 250€ per bike. Use of helmet, mandatory? On October 4th, the Government approved a law proposal proposing as mandatory the use of helmet in the cities until 18 years old. We are already in contact with the members of the Mobility and Road Safety Commission inside the Spanish Parliament to avoid this law proposal could succeed. We think that the Parliament would finally approve 14 years old as the age until will be mandatory the use of helmet in the cities. Spanish brands and bicycle Association

A-Force and Situation report October 2013 A-Force and Situation report WEEE – EPACs in Spain: The 2012/19/UE WEEE Directive includes a standstill period of 18 months for transposing it into national law. The Spanish Government still hasn’t transposed the Directive. They have to modify their Royal Decree 208/2005 so they will probably expend all the available period for doing it. So for EPACs we right now don’t know when we will should start to apply the WEEE Directive. A-FORCE It should be noted that now there is a considerable number of advocacy initiatives in Spain. Cities like Seville have invested a notable quantity of money in promote the bike as a form of transportation, setting up bicycle paths, awareness-raising campaigns, building parking spaces for bikes,… Associations like AMBE (Spanish Brands and Bicycle Association), ACP (Professional Cyclists Association), ConBici (Spanish bike users association), are promoting several initiatives to draw the attention of local authorities, media and citizens on the benefits of cycling for both individuals and society as a whole. Media are showing quite interested so they are starting to helping us to raise the status of cycling. Today, awareness is starting to be more general and good practices are beginning to be identified to leave the bottom of the European ranking in bike culture. Spanish brands and bicycle Association
