Agenda Exercise Structure and Format Player and Facilitator Roles Exercise Rules STARTEX Brian Explain that we will put together an after-action-report. This will include the strengths of the current plan and opportunities for improvement.

Purpose The purpose of the exercise is to evaluate and review the Creighton University Crisis Plan. Brian

Exercise Objectives Communications. Evaluate the Creighton University processes and procedures for communicating with staff, students and key stakeholders without the use of network connectivity and internet. Critical Resources Logistics and Distribution. Assess Creighton University’s ability to identify and acquire resources needed in responding to a natural emergency event. Emergency Operations Center Management. Creighton University Crisis Response Center (CRC) staff will demonstrate understanding of their roles in a campus emergency. Brian

Exercise Objectives Cont. Emergency Public Safety & Security Response. Exercise participants will understand the role of Public Safety in a campus emergency and how the CRC collaborate with Public Safety staff on-scene. Emergency Public Information & Warning. CRC staff will demonstrate their ability to provide public information and warning to staff, students, faculty and key stakeholders. Brian

Exercise Structure & Format Discussion Based Exercise (Tabletop) Briefing Discussion Period Report-out Repeat the process Brian Handouts will be provided for players to record some of their responses. These will be collected at the end of the exercise and copies provided to the Tabletop planning Committee. The Center will use these to draft the after action report.

Facilitator Roles Guide the discussion Ensure that responses are recorded for inclusion in after action report Act as general information resources (if needed) Brian You have the answers – we’re just here to guide the process.

Exercise Rules Respond based on what you know (your understanding of your agency’s Disaster Plans and your knowledge of other existing plans and capabilities) Answers given are not carved in stone Assume realistic cooperation and support from responders and other public agencies Brian Opinions are not precedent-setting and may not reflect your department’s final position on a given issue. This is an opportunity to discuss and present multiple options and possible solutions. Issue identification is not as valuable as suggestions and recommended actions that could improve response and preparedness efforts. Problem-solving efforts should be the focus. Assume cooperation and support from other responders and agencies.

Tabletop Exercise January 12, 2016 STARTEX

Module 1 – Mar 3, 2016/0900 hrs Students are in the middle of mid-term exams before their scheduled Spring Break Omaha is currently experiencing a Thunderstorm Warning Lightning strikes the old gym Knocks out power to the building Lightning arrestors don’t stop the surge Electrical power is fried The generator’s transfer switch is fried Generator and U.P.S. don’t function Brian

Module 1 Questions What are public safety officers doing at this point? Who activates the Crisis Response Plan and the CRC? Who among the CRC staff should be notified? How will they be notified? Who determines which CRC staff are activated? Where do CRC staff go first on campus? How does this impact departments in the old gym? DOIT EMS Computer classrooms Office of Disability Accommodation Phonathon Give the group time to look through the plan. Write the most important items on a flip chart Identify other plans that need to be implemented.

Module 2 – After CRC Staff Arrives OPPD contacts facility management that its going to take 48 hrs to restore circuitry and electrical power to the old gym All campus websites/email are down Phone services are currently down Brian

Module 2 Questions How are you getting information from the scene? For the CRC, what is the length of your first operational period? What is the impact on teaching, research, and mid-terms for in classroom and on-line classes affected? Parents are unable to make contact with the university and what measures are in place to help with public access? Elevator service is unable to communicate and not sure if there are students stuck inside of it. How do you ensure there isn’t? Card access services are not operable. How are exterior doors and classroom doors made accessible? Brian

Module 3 Safety is now being a concern because all camera’s are inoperable, fire alarm systems are out, and alarms are no longer activated. Some students and staff have used their cell phone carriers internet to start posting stuff about the situation on social media sites. Students are complaining that there is no wifi to let their parents know they are okay. Brian

Module 3, continued The Sodexo Food Service is unable to run credit card transactions for meals A few parents have contacted local media letting them know that they cannot contact anyone at the University. Brian

Module 3 Questions For the CRC, what is the length of your second operational period? What are your objectives for your second operational period? How does Public Safety guarantee the safety of all when alarms, cameras, and fire suppression is out of service? How is communication with local media handled?

Module 3 Questions, continued What is the process for monitoring social media to prevent the spread of rumors? How will parents be notified that their child is safe? How are students notified of services available to help contact their parents? How will food service overcome the use of credit card transactions to operate? What is the role of public safety in comparison with OPD? Are additional resources required?
