Introduction DUFATANYE is a 3years CBR project implemented since 2014 in fraternity with HI, Rwandan Government and Belgium cooperation on a small coverage in East part of Rwanda. Rwanda is a country that respect human rights including rights of PWDS (constitution, laws, ministerial orders, and regulations to respect the rights of PWDs) The NCPD was created in 2011 with a mission to Ensure PWDs’ participation in the national development; To Assists the Government to implement programmes and policies that benefit PWDs; To be a forum for advocacy and social mobilisation on issues affecting PWDs; and To Build the capacities of PWDs

Introduction Rwanda has not yet have a comprehensive CBR program addressing social and physical rehabilitation. (Republic of Rwanda, March 2015) There are some few projects and initiatives run by some international NGOs, and local partners which touch some elements of CBR. Since 2014 HI has been running a CBR project (CBR DUFATANYE) from which the central government through NCPD is collaborating to develop a national CBR programme based from real tasted field experience in a local context.

Methodology

METHODOLOGY Identification: door to door survey to identify community needs Identification of community meeting points (14 CBR sites) Initiation of self help informal group (44) & strengthening of existing formal groups (8) Referral system reinforced to become disability inclusive Multi sectoral CBR coordination committees set in place. (CBR structure) only at local level Awareness campaigns, community mobilization & sensitization using existing community groups Decentralization of project activities to build a bottom-up approach in the development of a relevant CBR programme in a real local context.

results Disability inclusion has increased in the development sectors  Education CWDs enrolled in 16 community schools increased from 115 in 2014 to 212 CWDs in 2015. (progression rate of 84.3% on a period 2014-2015)  Health Access to rehabilitation/habilitation services for identified CWDs aged 0-6 years old, has increased from 27.2% (baseline study in 2014) to 47.8% in 2015 (partner Rehabilitation center)

results Disability inclusion has increased in the development sectors  Social PWDs participate in sports and leisure activities through different community initiatives: students clubs, existing community groups, and a sit ball team which is now participating in the national championship  Livelihood Inclusion of PWDs in 8 cooperatives (business oriented legal groups) increased from 3% in 2014 to 5% in 2015 with a progression rate of 68% on a period 2014-2015. (from 53 PWDs in 2014 to 36 PWDs in 2015 )

Conclusion and recommendation SHG has played a big role in the above achievements SHGs has became a good stakeholder in community sensitization and access to services. A particular attention should be drown on development and implementation of comprehensive CBR Programmes when thinking on strategies to implement SDGs  CBR is a powerful practical strategy that will contribute to the achievement of 2/3 dimensions of SDGs (economical growth, and social inclusion)
