Agreement on UE capability for FR1/2 measurements Introduce UE capability to indicate Independent measurement gaps can be supported for FR1 and FR2 measurement objects respectively, or Single measurement gap can be configured per UE Send LS to RAN2 to introduce the related signaling

Agreement on MGL For UE supports single and per UE gap, three MGL are introduced, 6ms, [4]ms and 3ms For UE support independent gap for FR1/2, the following MGL are introduced FR1 target measurement: 6ms, [4]ms and 3ms FR2 target measurement : With FR1/LTE serving cell: 6ms, [4]ms and 3ms With FR2 serving cell: 6ms, [4]ms, 3ms, [1+x] ms, [2+x] ms, [5+x]ms Note: x is defined based on RF switching time and TBD in RAN4#85 Non-NR-capable UE does not need to support new gap other than 3ms or 6ms Send LS to RAN2 that up to three MGL will be introduced UE supporting single and per UE gap For UE supports independent gap for FR1/2, Up to 3 MGL are introduced for FR1 target measurement Up to 3 MGL are introduced for FR2 target measurement with FR1/LTE serving cell Up to y MGL are introduced for FR2 target measurement with FR2 serving cell Note: 3≤y≤6, y will be settled in RAN4#85 once the RF switching time is decided Use of [4]ms gap configured by LTE PCell needs update to gap pattern IDs supported in TS36.133

Agreement on MGRP Four MGRP to be introduced: 20ms, 40ms, 80ms and 160ms for NSA and SA NR UE If non-NR measurement objects are configured, 160ms MGRP should not be used 40ms MGRP LTE requirements will apply if 20ms MGRP common gap is configured Use of 20ms MGRP configured by LTE PCell needs update to gap pattern IDs supported in 36.133 For UE not supporting NR, both 20ms and 160ms should not be configured Necessity of 20ms MGRP +6ms MGL to be confirmed by RAN4#85 Send LS to RAN2 that up to 4 MGRP will be introduced:20ms, 40ms, 80ms and 160ms for NSA and SA NR UE

Agreement on intra-frequency measurements for FR2 Without inter-frequency or gap based mixed numerology or intra-frequency with measurement gap, UE is not expected to transmit or receive PxCCH/PxSCH on FR2 serving cells during SMTC windows for intra-frequency measurement when target SS block is within the UE active BWP. In this case, UE will not need gap on FR1 or LTE serving cells. This could be captured in RAN1 specs. With inter-frequency or gap based mixed numerology or intra-frequency with measurement gap, gap is shared for all FR2 measurements

Agreements on mixed numerology related measurements When target SSB is within UE’s active BWP If UEs does not support FDM mixed numerology between SSB and non-SSB RE of serving cell, measurement gap is needed for intra-frequency measurements. If UE supports FDM mixed numerology between SSB and non-SSB RE, measurement gap is not needed. This applies to both serving and target cells Capability is needed. When target SSB is within UE’s active BWP and target SSB is fully or partially overlapped with non-SSB REs of serving cell, If UE does not support mixed numerology between target SSB and non-SSB RE of serving cell, measurement gap is needed for intra-frequency measurements for target SSB. If UE supports mixed numerology between target SSB and non-SSB RE of serving cell, measurement gap is not needed for intra-frequency measurements for target SSB.

Agreement on inter-frequency measurements For FR2, gaps are needed due to RX beamforming assumption by network which is also applicable for intra-frequency measurement. For FR1 it is TBD. if UE indicates the capability of measurement without gap, gap is not needed. For RAN2 LS, there is no impact because there needs to be a mechanism to configure inter-frequency measurement at any rate.
