Why Resolutions? Resolutions: The Primary Mechanism for Setting Policy The Academic Senate relies on formal resolutions, a democratic process, to set direction for the organization as a whole. RE: Solutions—Borne out of Issues In many instances, before the Academic Senate can take action on an issue, concern, or problem, the adoption of a resolution by the body is necessary to provide direction and facilitate deeper understanding of the issue.

Resolution Process Resolutions come from: Resolution Packets: ASCCC Executive Committee ASCCC Standing Committees, Ad Hoc Committees, and Task Forces Local Senates Individuals Resolution Packets: Area Meetings (before Plenary Session) Thursday of Plenary Session Friday of Plenary Session – discussed in Area Meetings Saturday of Plenary Session – Resolutions debate and voting

Resolution Process Resolutions and Amendments: May be submitted by any registered faculty attendee at the plenary session AND must have signatures of 4 delegates as seconders!!! Must be submitted electronically as an attachment and sent to resolutions@asccc.org, Resolution full text /Amendment (recopied with strikeouts and new text underlined) with Title! Do not use “track changes”. Include contact information Motions for Resolutions and Amendments must be submitted to the Resolutions Chair on the appropriate form: Your signature Signatures from four delegates Resolution/Amendment title Session contact information…cell phone preferred!

Resolution Process IMPORTANT DEADLINES: All NEW Resolutions (since Area meetings) due by Thursday at 4:30 PM Mandatory attendance at the Submitting Resolutions and Amendments session at 4:45 PM on Thursday for Thursday (and post Area meeting) submissions Amendments and Urgent Resolutions due by Friday at 4:00 PM Mandatory attendance at the Submitting Amendments and Urgent Resolutions session at 4:00 PM on Friday for Friday submissions You must attend the session on the day you submit for the submission to go forward!

Resolution Process Resolutions are placed on the consent calendar if they: Are noncontroversial, Do not potentially reverse a previous position, Do not compete with another proposed resolution. Consent Calendar is adopted at the start of voting on Saturday. Consent Calendar items may be pulled by: Any faculty attendee at an Area meeting, Any registered attendee by 8:20 AM on Saturday, When the resolutions voting begins at 8:20 AM on Saturday before the Consent Calendar is adopted. If you pull an item – be ready to debate it!

Resolution Style Requirements Writing a Resolution: Four is the limit – 4 “Whereas” statements and 4 “Resolved” statements Write out acronyms Provide links to references Title should be concise and accurately reflect the content Do your homework to see if another similar resolutions exists Writing an Amendment: Made to the original resolution Title is “F17 Amend Resolution xx.xx” Contact the Resolution writer Refer to Resolutions Handbook for more detailed information - http://asccc.org/events/2017-11-02-150000-2017-11-04-230000/2017-fall-plenary-session See resolutions packet for examples… The Resolutions committee will designate the number

Resolution Example 3.01 S17 Revise the Paper A Re-examination of Faculty Hiring Processes and Procedures Whereas, The most recent Academic Senate for California Community Colleges (ASCCC) paper on faculty hiring, A Re-examination of Faculty Hiring Processes and Procedures1, was adopted in Fall 2000, and it is good practice to regularly review and reevaluate professional standards regarding the hiring processes and procedures for all faculty; Whereas, Awareness of the importance of developing faculty hiring processes to increase the diversity of candidates applying and being interviewed for full-time faculty positions has become more significant throughout the system, including the drafting and recent release by the Chancellor’s Office of the Equal Employment Opportunity (EEO) and Diversity Best Practices Handbook,2 which provides an explanation of the recently-adopted, multiple methods allocation model for EEO funding and model practices for addressing the nine multiple methods described in the allocation model; and Whereas, The report from the Board of Governors’ Task Force on Workforce, Job Creation, and a Strong Economy included recommendations to expand the pool of potential career and technical education (CTE) faculty with industry experience, and subsequent efforts by the ASCCC and the Chancellor’s Office CTE Minimum Qualifications Task Force have been made to assist colleges to be more flexible when hiring CTE faculty while maintaining high academic and professional standards; Resolved, That the Academic Senate for California Community Colleges update the paper A Re-examination of Faculty Hiring Processes and Procedures and bring it to the Spring 2018 Plenary Session for discussion and possible adoption. Requirements for Delegates Must sign in with ASCCC staff at front table Must have a blue delegate ribbon on name badge

Voting on Saturday Resolutions are debated and voted…anyone can debate. Arguments are made at the pro and con mics. Debate continues until no one is at a mic, or until time for debate expires (15 minutes). Parliamentary mic is for making motions, parliamentary inquiries to the chair, etc. Votes are voice votes…only delegates vote! If voice vote inconclusive, division of the house is done. If division of the house inconclusive…serpentine vote!
