Public-Public Partnership: The international dimension Roland Brandenburg FFG, Austria Baku, 13 October 2016

Annual Joint Programming Conference Looking back Annual Joint Programming Conference Building and Sustaining Commitment to Public-Public Partnerships 14/15 January 2016, Brussels … Parallel workshops day 1: Lessons learnt and the way forward Topic 1: Experiences with ERA-NET Cofund under Horizon 2020 Topic 2: Evaluation of Joint Programming – key issues Topic 3: Widening participation in Public-Public Partnerships Topic 4: Internationalisation of Public-Public Partnerships beyond Europe

Workshop: background and motivation cooperation with partners from outside Europe becomes increasingly important –in RTD in general, and also for establishing P2P networks Third countries can be full members in P2P s and/or participate in joint activities. "enlargement and neighbourhood countries" and "developing countries" are fully eligible for H2020 funding, whereas “industrialised countries” (e.g. USA, Japan, Korea) and “emerging economies” (BRIC + Mexico) will only receive funding under specific conditions. workshop goals: showcase a number of P2P networks with some experiences in international participation introduce practical examples and facilitate a discussion on challenges & approaches to international cooperation and related benefits. how to work in practice : identify suitable partners, different systems, cultures, approaches

Statistics: P2P in FP6 2 international partner countries; 6 participations

Statistics: P2P under FP7 (incl. self-sustained) 26 international partner countries; 75 participations

Statistics: P2P in H2020 (2014-2016): 35 international partner countries; 83 participations

P2P with many non-European partners …

Discussion points & conclusions it is not always easy to identify suitable cooperation partners, trust building is demanding but necessary to establish effective collaboration. to build a practical working basis despite large distances, different expectations different levels of commitment difficulties in aligning strategies, priorities and funding programmes. the EU programmes may seem complex for third countries and partners there are already a number of P2P networks with some experience in international participation which can serve as practical examples there is also an increasing number of third countries which are actively engaging in cooperation with European communities and increase their participation in P2P. It is important to engage industry and policy makers in P2Ps. a-la-carte participation open to any funding organisations should be followed mutual learning activities across different initiatives should be promoted.
