Background 30th CEOS Plenary in Brisbane in October 2016 The Plenary agreed on the initial selection of WG and VC initiatives including engagement with IPCC and UNFCCC. SIT-32 in Paris in April 2017 JAXA held a side meeting to share information about refinement schedule of the IPCC guidelines on National Greenhouse Gas Inventories and Japanese efforts for the guidelines; and to discuss how satellite GHG data support accuracy of National GHG inventories. CEOS agreed to provide review of and input to, via the AC-VC, “Methodology Document” developed by MOE/NIES. SIT Technical Workshop in ESRIN in September 2017 JAXA held a side meeting to follow-up to the side event of SIT-32 meeting. Participants reaffirmed the importance of implementation of Paris agreement and shared the progress of greenhouse gas (GHG) related initiatives of CEOS, such as Japanese UNFCCC/IPCC engagement activity, AC-VC and CEOS carbon strategy and discussed next steps for potential CEOS contributions to stakeholders.

Provide high accurate data set and documents (ATBD) Calibrations for quality control B WGCV Efforts for Quality Control and Accuracy of GHG Data CEOS Provide and share GHG data C Cooperation with Space Agencies Space Agencies Ministry of Environment/NIES Ministry of Education, Sports, Culture, Science and Technology JAXA GOSAT/ GOSAT-2(*) NASA OCO-2 GeoCarb ESA Sentinel-5p, FLEX CNES IASI, MicroCarb, MERLIN DLR MERLIN CMA TanSat *GOSAT/GOSAT-2 are joint projects by Ministry of Environment, NIES and JAXA .

Follow-up to the Paris Agreement Parties of the Paris Agreement are required to submit Nationally Determined Contributions (NDC) every 5 years. Reporting of national GHG emissions and removals is required to comply with the guidelines adopted by IPCC. The guidelines are important to enhance transparency framework for building mutual trust and confidence and promote effective implementation of the Paris agreement. Developed in 2006, and will be refined in 2019 2009~ ○ Existing Guideline (IPCC Developed in 2006) ”Even the availability of satellite-borne sensors for greenhouse gas concentration measurements will not fully resolve this problem, due to limitations in spatial, vertical and temporal resolution.” ○ 43rd Session of the IPCC (in 2016, Kenya) “To maintain the scientific validity of 2006 IPCC Guidelines, certain refinement may be required, taking into account scientific and other technical advances that have matured sufficiently since 2006.” ○ 44th Session of the IPCC (in 2017, Thailand) “Lead authors must consider all recent scientific developments and national methods used by countries in their inventories.” + ○ Refinement of Guideline (2019) In addition to the ground networks, there is aim for Satellite data to be included as one of methods to support accuracy of national GHG emissions and removals.(As reference data)

Summary of Progress “Road to IPCC Guidelines” Drafting Methodology Document NIES is drafting the methodology document for its release for review at the end of September. Efforts for quality control and accuracy of GHG data In July, JAXA conducted annual GOSAT – OCO-2 Joint Vicarious Calibration in Nevada in cooperation with NASA. JAXA reported WGCV knowledge accumulated through 8-year GOSAT – OCO-2 Joint Vicarious Calibration Campaign.

Summary of Progress “Road to IPCC Guidelines” Cooperation with Space Agencies JAXA shared idea of “Road to Refinement of IPCC Guidelines” with ESA, CNES and DLR and each Head of Agencies agreed to cooperate. JAXA, ESA, CNES and DLR recognized that enhancement of accuracy of satellite GHG data through cross calibration and validation was essential for engagement with IPCC. Efforts for engagement with international bodies JAXA shared idea of “Road to IPCC Guidelines” with the Secretary General of WMO. Japanese Government and JAXA will host two events at COP-23 on 7th of November 2017: GEO and GCOS in corporation with RESTEC will host a side event at COP-23 on 8th of November 2017: ・9月13日には、東京でThelma Krug IPCC副議長が気候変動シンポジウムに登壇(hosted by 環境省、外務省、国連広報センター)。気候変動によるリスクに関する最新の科学的知見の概要について基調講演を行う。

COP-23 Side Events Japan Pavilion Cutting-edge Satellite Monitoring and Scientific Knowledge to contribute to the Paris Agreement: Focusing on the IPCC Guidelines for National Greenhouse Gas Inventories 7th November (Tue) , 13:00 – 15:00 Co-organized with MEXT, MOE, JAMSTEC, NIES Space Agency Round Table 7th November (Tue), 15:15 – 16:15 Representatives from ESA, CNES, DLR, EC, WMO, and China Space agencies to present satellite GHG observation programs and to show that the satellite GHG observation is to support the Paris agreement. WMO to show the expectation to satellite GHG programs as user agency An official side event on Climate Change hosted by GEO and GCOS in corporation with RESTEC, 8th of November 2017: Integrated observations for mitigation and adaptation & supporting National Greenhouse Gas Inventories including IPCC Engagement

Summary of side event discussion at SIT Technical Workshop in September CEOS should understand the timeline for the IPCC Guidelines Refinement. The 1st order draft will be released by end of Nov. 2017 Expert Review for the draft in Dec. 2017 - Jan. 2018. NIES will publish the GHG Guidebook by Mar. 2018 The draft will be open to the public in Oct. 2017. CEOS AC-VC to review the Guidebook in Nov. 2017. CEOS AC-VC white paper could also be input to IPCC authors. The draft will be available by end of 2017. Recognizing the importance of agency comments on the 1st order draft of the IPCC Guidelines during Expert Review, JAXA proposes CEOS and individual Agencies submit comments such as achievements of space-based GHG measurements. This is a long term process, recognizing the respective process of IPCC guidelines update. Topics such as mitigation and adaptation can be next steps CEOS AC-VC asked to input ideas for EC Chair follow-up
