How does the City regulate pharmacies? The City’s zoning codes does not specifically define or list pharmacy. Included within “retail sales and service” in LDC. Pharmaceutical sales permitted in COM-1, COM-2 and COM-3, such as CVS, Walgreens, Winn Dixie and Publix. Also, allowed in OFC-1 and OFC-2 when part of a medical or professional office. Current code is unclear about where a pharmacy (dispensary) that solely sold medical marijuana would be allowed.
