US1 AT CANAL STREET INTERSECTION DESIGN DEVELOPMENT August 23, 2012 PRESENTATION Presented by: Project Landscape Architect Randy Raiman, RLA, ASLA HHI Design Toni Otti to make general introduction of the design team. Good evening and welcome to the Project Information Meeting for the aesthetic treatments for the US-1 at Canal Street Intersection Improvement project.  My name is Randy Raiman and I am the Landscape Archiect for the aesthetic improvements portion of the project.  In attendance with us tonight is Ms. Dennisse Zornan who is the Florida Department of Transportation's Project Manager as well as Mr. Rhet Schmidt who is the  Project Manager for Metric Engineering. The purpose of tonight’s public meeting is to share information about the proposed aesthetic concepts and to provide time to answer questions with interested parties. We will give a brief overview of the concepts and afterwards you are encouraged to view the exhibits and ask questions.  Additionally, we will provide an update on other ongoing community improvements that the City is implementing within the Waterfront Loop.

www.cflroads.com Many of you here this evening have been in attendance at the previous two public information meetings that were hosted by the Florida Department of Transportation.  As a brief update, the Design of the project is progressing and it is scheduled to be completed by the end of this year.  The project is currently not funded for R/W Acquisition or Construction.  For project information please visit www.cflroads.com. Aesthetics The aesthetic treatments requested by the City of New Smyrna Beach include: Decorative mast arms Decorative sidewalks Streetscaping Design & construction of the aesthetic features are subject to FDOT District 5 approval The design of the aesthetic features has been funded by the City of New Smyrna Beach Funding for construction of these improvements is currently being sought Concepts for these aesthetic features will be presented this evening Since the onset of the project, the City has requested of the FDOT that aesthetic treatments such as a decorative sidewalks, mast arms and other streetscaping elements be provided as part of this project. The City and the Florida Department of Transportation have been working together to achieve this goal.  Since the last Public Meeting, the City has funded the design of the aesthetic improvements and coordination continues on the agreement to have them included into the construction phase of the project.

Intersection Hardscape Concept 1 The imagery on the following slides show design concepts for the intersection improvements.  Those of you that have attended previous meetings or have looked at the materials on the CFL Roads web site will notice that the Aesthetic Concept has changed for the project.  In our meetings with City staff we were asked to look into a concept that ties into the Waterfront Loop theme and provides a cohesive community identity.  As you will see, the concepts are strongly influenced by the wave forms found in the Waterfont Loop signage.  When implemented, these aesthetic treatments will enhance the pedestrian friendly environment in the intersection as well as tie together the streetscape elements that already exist on Canal Street.  The goal of this is to “bring” this important gateway and vital transportation node “into” the downtown area and incorporate it with the community’s vision. (Consider adding a discussion here on the decorative sidewalk “window pane” treatment here. The proposed intersection hardscape shown in concepts 1 through 3 will be installed using a colorizing material that will be applied to the roadway pavement.  The product will be a FDOT approved product for decorating asphalt that will meet stringent requirements on durability and skid resistance. The imagery on the following slides displays design concepts for the intersection hardscape, traffic signal/lighting footings and decorative mast arms which are components of the improvements currently being developed for the intersection of US1 and Canal Street in New Smyrna Beach. The theme for these concepts was inspired by wave forms found in the New Smyrna Beach Waterfont Wayfinding Signage shown. The designs for the traffic signal/lighting footings are also being developed to emulate the lighting and signal infrastructure found along historic Canal Street. The proposed intersection hardscape concepts 1-3 will be installed using an FDOT approved product for decorating asphalt. The colors chosen for the hardscape concepts were selected to emulate as closely as possible the colors found in the Waterfront Loop Wayfinding Signage. HARDSCAPE CONCEPT 1 In concept 1, the wave pattern occurs in the four corners of the intersection set in an arch which links the adjacent crosswalks and associated tactile warning pavement at the handicap ramps. This design provides clear definition to the pedestrian and motorist of where the pedestrian crossing areas are located.

Intersection Hardscape Concept 2 In concept 2, the wave pattern from the waterfront loop theme occurs within the pedestrian crosswalks only. This design provides a very clear definition of the pedestrian crossing areas and alerts motorists to the specific locations where pedestrians cross the intersection.

Intersection Hardscape Concept 3 In concept 3, the wave pattern is located at the intersection corners and creates a bold graphic pattern by using the wave in a circular motif. This concept defines the intersection corners and is coupled with the traditional crosswalk markings that define the pedestrian circulation routes.

Mast Arm Footing Options The mast arm footing design consists of three options. Option 1, borrows from the coquina stone elements of the West Canal Streetscape. Banding has been added to the first option to also tie in with lighting base treatments found on East Canal Street. Option 2, takes it’s design intent from the existing tabby finish and banding found on the light pole bases on East Canal Street. Options 1 & 2 would be totally cast out of concrete to reduce the maintenance of the current metal banding on East Canal Street. Option 3, reflects the traditional cast iron look for the mast arm base such as has been used in numerous areas throughout the city.

Mast Arm Decorative Concepts The decorative elements associated with the mast arm itself include the color of the mast arm ranging from black (concept 1), dark green (concept 2) and brown (concept 3). Decorative elements also occur where the horizontal part of the mast arm meets the vertical. Concept 1, uses the wave motif from the Waterfront Loop theme. Concept 2, uses the City of New Smyrna Beach logo Concept 3, explores a traditional wrought iorn motif. A variety of banners approved by the City are also shown on two of the concepts.

New design to be installed on current "wall sign" on side of building on the northeast corner of Canal St. and U.S. 1. Currently in design phase which incorporates the wave, same as with the gateways, with the palms and other consistent artistic elements from the LOOP and the CSHD. New light pole banners, "Welcome! Canal Street Historic District", to be installed along West Canal Street as well as East Canal Street and S. Orange Street. (see the attached) New design to be installed on current "wall sign" on side of building on the northeast corner of Canal St. and U.S. 1. Currently in design phase which incorporates the wave, same as with the gateways, with the palms and other consistent artistic elements from the LOOP and the CSHD.

Dunn Lumber Site Requesting West Canal Park designer to incorporate more permanent LOOP banner as part of overall park design. NOTE: The current LOOP roadside banners are in a mobile/temporary frame. Funding of West Canal Park (fka Dunn Lumber site) will come from the sale of City property for FDOT right-of-way.. The City has developed preliminary plans to convert the existing CRA property (formerly known as the Dunn Lumber Site) in the northwest corner of the intersection into a park. The designer of the park has been requested to incorporate the Waterfront Loop banner into the design. These will eventually replace the banner which is located there now in a temporary frame. The funding of the park improvements will come from the sale of a portion of this property to the Florida Department of Transportation.
