Open Government Expectations The objective of the Directive on Open Government is: to maximize the release of government information and data of business value to support transparency, accountability, citizen engagement, and socio-economic benefits through reuse, subject to applicable restrictions associated with privacy, confidentiality, and security.

Departmental Roles Departments and agencies will contribute to Open Government related initiatives by: implementing the requirements of the Directive on Open Government; and supporting, to varying degrees, the implementation of the commitments in Canada’s Action Plans on Open Government.

Open Government Implementation Plans Developing an implementation plan for the Directive is the responsibility of the Information Management Senior Official (IMSO). Open Government Implementation Plans (OGIPs) must be completed and posted to open.canada.ca by October 31st 2015. Adherence to this requirement was measured in the IM/IT Area of Management of MAF 2015-2016. Updates to the OGIPs must be performed annually beginning in October 2016. Adherence to this requirement will be measured in the IM/IT Area of Management of future MAF evaluations.

Open Government Implementation Plans The OGIP Template has been developed to provide institutions with a common approach to documenting and communicating the direction, strategies, and initiatives undertaken to meet the requirements of the Directive on Open Government. Guidance on using the template contains: a common look-and-feel and table of contents; detailed instructions for completing each section; pre-populated text for certain sections; suggested resources for certain sections; mandatory deliverables/milestones for the planning table; and pre-established performance measures.

Open Data and Open Information Open data: structured data that is machine-readable, freely shared, used and built on without restrictions. Open information: unstructured information that is freely shared without restrictions. (see: Appendix A of the Directive on Open Government)

Open Data and Open Information Open data: All data resources of business value held by Government of Canada departments are to be open by default and released as open data unless subject to valid exceptions, such as ownership, security, privacy, and confidentiality, as determined by the department. The Treasury Board of Canada Secretariat will support departments in the development of their decision-making and approval processes with regard to legal and policy issues by providing a release criteria checklist and other guidance tools. (see: Appendix B of the Directive on Open Government)

Open Data and Open Information Open information: At a minimum, the following information resources of business value are to be open by default and released, subject to valid exceptions, such as ownership, security, privacy, and confidentiality, as determined by the department. The Treasury Board of Canada Secretariat will support departments in the development of their decision-making process to evaluate the legal and policy issues by providing a release criteria checklist and other guidance tools. All mandatory reporting documents (e.g. reports to Parliament, proactive disclosure reports); and All documents posted online or planned for publication via departmental web sites or print (e.g., statistical reports, educational videos, event photos, organizational charts). (see: Appendix B of the Directive on Open Government)

What is a dataset? The problem is not too few definitions, it is too many! According to the Organization for Economic Cooperation and Development (OECD) the definition should include: grouping (set, aggregation, collection), content (observations, facts, values), relatedness (on a certain topic, “related to…” ) and purpose (why).

What is a dataset? Draft GC definitions developed to date: a dataset is an organized collection of data used to carry out the business of a department or agency, that can be understood alone or in conjunction with other datasets a dataset is an organized collection of data with more than one attribute used to carry out the business activities of a department or agency.

Data and Information Inventories Requirement 6.3 of the Directive on Open Government states that: The departmental Information Management Senior Official (IMSO) is responsible for establishing and maintaining comprehensive inventories of data and information resources of business value held by the department to determine their eligibility and priority, and to plan for their effective release.

Data and Information Inventories Departments and agencies must complete their data inventory by October 2016. Departments and agencies must complete their information inventory by October 2018.

Data and Information Inventories Beginning in October 2016 departments and agencies will perform annual updates to their OGIPs by submitting values against pre-defined performance measures (see Guidance and Completing the Open Government Implementation Plan Template, Annex B)
