Management of WFD spatial data and how they will be reported Klaus Fretter Federal Institute of Hydrology (BfG) Experience with "WasserBLIcK" and interesting aspects in the context of WISE Brussels, 15.-16.February 2005

WasserBLIcK vs. WISE Goal: Meeting EU WFD reporting demands What are the EU reporting demands? How works MS (DE) reporting currently? Comparison Reporting sheets for 2005 Reporting vs. WasserBLIcK templates Pending issues

What are the EU Reporting demands? They are specified by two documents (1) Towards a Guidance on Reporting Specifications for Article 3 reporting needs (machine-readable) Schema file RBDCA.xsd for the submission of River Basin District and Competent authorities plus common definitions: WFDCommon.xsd (2) Reporting Sheets for 2005 Reporting, Version 5 Focussed today

How works MS reporting in Germany? Platform WasserBLIcK Used to collect and manage spatial WFD data for Germany, international RBD Elbe, Rhein and Ems Spatial WFD data objects are defined in 23 templates and 1 WFD Codelist Each spatial WFD dataset is described by a ISO 19115 conformant Metadata entry BfG produces about 250 maps to serve as component of written A or B-level reports CIS GIS Guidance ++

How works MS reporting (cont.)? Written A level report is done by the BMU organised within RBD commissions (eg. IKSR, IKSE) B level reports are written by the competent authorities of the federal states organised at Working area level (eg. IKSMS)

WasserBLIcK (reprise) WebMapServer Plugin for Vector maps WFD Report Container Metadata ISO 19115 User (Web-Browser) uniform ESRI® shapes ETRS 89 Metadata ISO 19115 WebServer WasserBLIcK geospatial data ESRI® shape WFD DataProvider disseminated ESRI® shapes at RBD level (eg. Reporting sheets vs. WasserBLIcK templates Reporting sheets need a compliancy check towards MS reporting here: towards WasserBLIcK templates 1. Where do the Rep. Sheets explicitly require "geographical information"? 2. Where do the Rep. Sheets analyse spatial "data"? 3. What is the base for the "summary text" information? Are those questions answered by the A and/or B level reports?

Reporting sheets - Synopsis (1/2) 1. 2. Example follows

Reporting sheets - Synopsis (2/2)

Reporting sheets issues SWB 2: Identification of surface water bodies WasserBLIcK templates conformant Centroid for polygons only

WasserBLIcK templates First Goal: Data interoperability according to CIS GIS Guidance (++) Second Goal: coherent way of interpreting WFD spatial data by specification of domains (WFD Codelist) Serve as blueprints for IT systems in order to manage spatial WFD data requirements for reporting of Article 3 and Arcticle 5 Several IT instruments in Germany are built on this which need a proctecion of investment

Data interoperability according to CIS GIS Guidance (++)

Coherent way of spatial WFD data acquisition (1/2) To be used by Data Provider WFD Codelist WaterBodyTypeCode EmissionTypeCode WasteWaterTreatment Substances LoadUnit LoadDetermination SurfaceWaterEmission 1 0 ... n ChemicalParameter

Coherent way of spatial WFD data acquisition (2/2) WFD Codelist WaterBodyTypeCode EmissionTypeCode WasteWaterTreatment Substances LoadUnit LoadDetermination

Short-term pending issues Compliancy check: Reporting Sheets vs. MS reporting Rep. Sheets: Specification of machine-readable content Specification of the (User) Interface for reporting Short term (2005), Mid term (2010): How will the Rep. Sheets be filled by the MS?

Übergang zu Kappler, ahu 2 Folien

Mid/long-term pending issues Publish - find - bind scenario: Member States are Service Providers and publish reporting contents, EU Commission is Service Requestor and finds the content (by brokerage of Service catalog or registry: knows where the requested content is published and binds the appropriate service to the request)
