WHO ARE REGULATORS PROTECT THE INTEREST OF THE CONSUMER 1.oversee and monitor affordable housing, 2. Legal Requirements: zoning permits, site approvals 3. environmental protection (mostly local governments)

History Public regulations of land development are based on the requirement of the government to protect the health, safety and welfare of its citizens. The idea behind this was that, all matters affecting the development and growth of their communities should be decided by the local government

History As time went by local governments were given wider control by state courts and their regulations went beyond just providing safe and healthy development to managing the entire development process. Problem: how to balance?
