ASSESSMENT-BASED NATIONAL DIALOGUE Workshop Mechanics

ASSESSMENT-BASED NATIONAL DIALOGUE Participants will be subdivided into seven breakout groups based on the SPF Guarantees: Group 1: SPF1 Universal Health Care Group 2: SPF2 – Income Security for Children + Cross-cutting to all Guarantees Group 3: SPF3 – Income Security for Working Age Population: Labor Market

ASSESSMENT-BASED NATIONAL DIALOGUE Group 4: SPF 3 - Income Security for Working Age Population: Social Welfare and Social Safety Nets Group 5: SPF 3 - Income Security for Working Age Population : Social Insurance Group 6: SPF 3- Income Security for Working Age Population : OFWs and Migrant Workers Group 7: SPF 4 – Income Security for the Elderly + Cross- cutting to all Guarantees

ASSESSMENT-BASED NATIONAL DIALOGUE 2. The groups will be chaired by the following: Group 1 - VP Israel Francis Pargas (PhilHealth) Group 2 - Ms. Girlie Casimiro (NEDA) Group 3 - Mr. Antonio Asper (FFW) Group 4 - Director Cha Satumba (BWSC) Group 5 - Exec Director Stella Banawis (ECC) Group 6 - Director Ma. Lourdes Reyes (OWWA-RO3) Group 7 - Atty Allan Ortiz (SSC)

ASSESSMENT-BASED NATIONAL DIALOGUE Each group will discuss their respective assessment matrix to validate its contents. The changes in the matrix may be deletion, addition or changes in the identified programs, gaps and issues. Each group have designated documenters who will project the agreements during the discussions for comments and approval of the group. Each group will designate a rapporteur to present the output of the group. The groups will be given 20 minutes each for presentation on the afternoon of Day 2 (31 March) of the activity.

ASSESSMENT-BASED NATIONAL DIALOGUE Guidelines for the Moderators: The Chair of the group will act as the moderator. The moderator shall ensure that the discussion will focus on the SP programs, gaps and issues presented prior to the workshop. A working word document to be provided by the secretariat will be used to ease the flow of the discussion.

ASSESSMENT-BASED NATIONAL DIALOGUE Guidelines for the Presenter : Each group will be given 20mins to present the output from the workshop. A member of the secretariat will signal the presenter 10mins and 5mins before the end of the time allotted for the group presentation. A question and answer will follow with allotted time of 10mins per group. The emcee will act as the moderator during the Q&A.
