Florida state statute Florida law requires each Florida county to employ a veterans’ service officer to assist veterans and their dependents in filing for benefits from the U.S. Department of Veterans Affairs. The law also states that the Florida Department of Veteran Affairs (FDVA) is responsible for initial certification and training.
