Sustaining School Mental Health Programs &Services April 2012 Sustainability Meeting 2009 SSHS Grantees TASs: Beth Freeman and Kelly Wells

Agenda Review of Legacy Wheel Blending Funding within all 3 Tiers IDEA: School Medicaid Claiming (SMAC) Guide Activity: Let’s Google! and Develop a SMAC Chart

Review of Legacy Wheel School-based mental health programs broken down into functions Data is analyzed by CMT and decisions are made on what to continue Eliminate functions that will be sustained by other funding sources Work on functions that still need to be sustained

Blended Funding Share responsibility among community partners, school districts, state agencies, and social service non-profits to continue services in the red, yellow, and green zones. TASK - PD’s/CMT members should have their worksheets on functions that fall into each of the zones. Have them take this out and if they don’t have it… quickly put into the triangle what population is being served by the programs, functions, etc.

School Medicaid Administrative Claiming (SMAC) Guide Search state SMAC guide on various websites: Health and Human Services State Department of Education Office of Exceptional Children Review guide to determine services your state’s Medicaid reimbursement services allowable under IDEA and/or other school-based services We are going to look at your state SMAC information today in order to assist your to develop a sustainability plan for SMH

Questions to Ask: School Medicaid Programs What services is my school district currently billing Medicaid for – school health and/or IEP-related services? Examples: Administrative services, outreach, screening, individual and group counseling, nursing, assessments, speech, PT/OT, personal care, special transportation How are Special Education programs funded in my state for schools districts through Medicaid? Examples: Psychological educational assessments, IEP related services, 504 plans What services could my school district bill for that they are not? These are some of the beginning questions to ask yourself and your district finance department to begin the discussion on potential funds to sustain SMH and in your research today during the workshop with your SMH team.

Develop Your SMAC Chart Types of Service Reimburse-ment Professional Provider Eligibility Determined Through Existing Revenue & Service Category Currently Billing? Billing Gaps? Potential New Billing? Medication Management , Outreach, Eligibility, Training, SA Evaluation Nurse – LRB and/or LPN State DOE, accreditation & licensure Health screenings, testing, sickness, med’s. Counseling, Family Support, Outreach, Eligibility, Coordination, Monitoring Guidance Counselor Educational Counseling, Outreach, Eligibility Counseling, Behavior Modification, Case Management School Social Worker Case management, counseling Example of what you will do as you research your SMAC and determine current funding resources and when you return to your district to determine what you are currently doing with SMAC funds.

Not sure about this… where I am going with this? Other than I think that it would be cool if at least we could collect some creative ways that others have sustained outside of Medicaid billing?
