Mental Health and the voluntary sector Forward Together Conference, 6th July 2016 Antek Lejk, Chief Officer

Mental health and good wellbeing is everyone’s problem too Earlier this year we were caught in a public campaign for more money for a service run by a partner in the voluntary sector, MIND 1 – We had no extra money to offer. But we had to find a solution and we did. 2 – It made us think – we have to change the conversation here. There is still a binary argument going on… “we want this and the NHS must pay” But the public sector simply is no longer a bottomless pot Mental health and good wellbeing is everyone’s problem too

Mental Health commissioning Returning to just mental health…. mental health is a huge and complicated picture – this is just NSFT. We also commission major services from other mental health trusts and providers There has got to be an increasing role for the voluntary sector. On what basis? We must keep talking

Mental Health vision We want to help people staff safe and supported in their communities Focus on prevention and early interventions The NHS is a small part of that picture Lots of crossover between what commissioned mental health services and the voluntary sector deliver Determination to give mental health equal footing with physical health Parity of esteem was a phrase that was associated with money. It is a much broader concept now Prevention and early interventions evidenced by: Our £1.9m investment in CAMHS and commitment to CAMHS 5 year transformation plan which has been developed with the voluntary sector Work with NSFT to implement Early Intervention in Psychosis service for under 35s (?) and to meet new national standards for access.

Commissioning Long track record of commissioning voluntary sector providers to deliver services in Norfolk: Julian Support workers on wards support and prepare patients for discharge MIND and Relate - sub-contractors in the Wellbeing Service delivered by NSFT MIND Crisis Support Line - merged with the Wellbeing Service helpline Age UK Norfolk, Alzheimer’s Society, Equal Lives – provide information, support, advice and guidance Together UK – supporting independence and recovery Eating Matters – eating disorders support 4 Norfolk CCGs spend £2.3m on voluntary sector Here are just some of the partnerships we have to deliver NHS mental health services

CCG finances – the QIPP gap South Norfolk CCG: £13.8 million North Norfolk CCG: £9.2 million Norwich CCG: £9.7 million West Norfolk CCG: £9.6 million Total: £42.3 million The financial situation is stark

A new commissioning agenda for mental health: Doing it together not apart – old fashioned contracting hasn’t served us well Integrated local service teams Physical and mental health Health and social care Public sector/voluntary/community Local decision-making where possible – county wide where appropriate We know the money is tight – need a new dialogue about what is delivered by the public sector and what is not Three to five year plans not annual Starts with agreeing a mental health strategy Need new commissioning mechanisms that make it easier and everyone can engage in
