Mandate: NDCs in Paris Agreement Presentation title Mandate: NDCs in Paris Agreement Agreement aims .. hold the increase in the global average temperature to well below 2°C above pre-industrial level and pursuing efforts to limit the increase to 1.5°C above pre-industrial levels (Art. 2.1) To achieve the long-term temperature goal set out in Article 2, Parties aim to reach global peaking of GHG emissions as soon as possible, recognizing that peaking will take longer for developing country Parties, and to undertake rapid reductions thereafter…balance of emissions and removals, (Art. 4.1) Each Party shall prepare, communicate and maintain successive nationally determined contributions (NDCs) that it intends to achieve Parties shall pursue domestic mitigation measures, with the aim of achieving the objectives of such contributions (Art 4.2) Each Party’s successive NDC will represent a progression beyond the Party’s then current NDC and reflect its highest possible ambition, reflecting its common but differentiated responsibilities and respective capabilities, in the light of different national circumstances. (Art 4.3.)

Rapid increase of MRV activities Presentation title Rapid increase of MRV activities More in 2016 than in the whole previous biennium; and more experts needed Number of events and supported experts increasing twice… the current budget cannot support it fully over the biennium MRV reports = Annex I GHG inventories + NCs/BRs developed countries + true-up period reviews + BURs developing countries + forest reference levels The number of the mandated activities doubled in 5 years from 2003-2005 to 2007-2009 due to improved reporting and start of CP1 of the KP The number of the mandated activities almost tripled in the next 7 years from 2007-2009 to 2014-2016 due to launching of the new IAR and ICA and CP2 of the Kyoto Protocol.
