New Rules Rule #1: Candidates in training are neither “Teachers of Record” nor “Highly Qualified”

New Rules Rule #2: All programs must provide rich and rigorous clinical development Statement from “Creating and Sustaining Urban Teacher Residencies…” Aspen Institute and CTQ, August 2008, pg. 8. “Research has shown that well-prepared novices with intensively supervised clinical experience are more likely to stay in teaching longer than those who enter the profession through programs with limited clinical experience.”[1] [1] NCTAF (2003). No Dream Denied. Washington, DC: Author; and Fuller, E. (2008). Teacher Preparation Programs in Texas: Policy Recommendations to Improve Practice. Paper presented to the Texas State Board for Educator Certification. May 9. Austin, TX.

New Rules Rule #3: All programs must document candidates’ essential skills through valid performance assessments

New Rules Rule #4: All programs must contribute to data systems that permit: evaluation of program impact on student learning Productivity based on market demands

New Rules Rule #5: All programs must be accredited based these rules and other standards deemed appropriate for the interests of students – From Day One
