ECONOMIC DEVELOPMENT 2018 BUDGET DISCUSSION

PROGRAMS & SERVICES: Business Expansion and Retention (BEAR) Entrepreneurship Site Selection/New Business Attraction Capacity Building (housing, real estate development and reuse, civic leadership and data clearinghouse).

BUSINESS EXPANSION AND RETENTON: Our department proactively supports the expansion/retention of existing businesses in Summit County. Businesses that are already located in Summit County are in the best position to quickly create jobs and contribute to the tax base. Moreover, the County’s perception and endorsement as a business-friendly community – or lack thereof – can make or break future investments by others. We visited 68 companies between July/2016 and June/2017

ENTREPRENEURSHIP: The Ice House Entrepreneurship Program (16 week program) is an experiential, problem- based learning program designed to expose participants to the fundamental aspects of an entrepreneurial mindset. The Economic Development Department has facilitated two Ice House cohorts. The third cohort is scheduled to begin as soon as the new Kamas Library is completed. Classes are limited to ten (10) students and are facilitated on Thursday nights (two hour sessions).

SITE SELECTION/NEW BUSINESS ATTRACTION: The Economic Development Department responds to requests for information (RFIs) and works with brokers and building owners throughout the County to find the best location for potential locates. Data packages that address multiple site location factors, such as labor, logistics, rate studies, economic incentives and real estate are prepared in advance of visiting companies. Assisted locates include Armada Skis, 3DSIM LLC, and Snowsports Industries America (SIA).

CAPACITY BUILDING: Cline Dahle. Introduced the concept of Transportation Oriented Development (TOD) as a potential land use for the property and led a team from the University of Utah to prepare a capacity study to evaluate the property’s potential for TOD. The next project phase will involve the preparation of a RFQ/RFP to masterplan the subject property. The planning effort will include a charrette & community engagement process.

CAPACITY BUILDING: Housing. The Economic Development Department has been tasked with the County’s affordable/workforce housing program. A housing assessment is currently under development and should be completed this month. The Economic Development Department will take the findings and recommendations within the housing assessment and begin to formulate an implementation plan in concert with the Community Development Department and County Council.

CAPACITY BUILDING: Civic Leadership. Established an intern program in concert with North Summit High School. One intern cohort has been completed. Currently working with the second. Serve on the Revolving Loan Board for Mountainlands Association of Governments (gap financing). Coordinate activities with the Office of the Governor on his 25K jobs initiative. Recently worked with Kamas City to establish a new enterprise zone in support of a local company expansion.

The Economic Development Department also provides demographic and economic data in support of companies, governments, non-profits and others within Summit County.
