Western Sussex Hospitals NHS Trust SSHA 2009 TENDERING FOR SEXUAL HEALTH SERVICES – THE ROLE OF THE HEALTH ADVISER In the near future, many of your clinics will have to bid for the tender for sexual health services. This has already happened in East Anglia, Liverpool, Midlands, Manchester, London and West Sussex. Drivers: Reduce STIs/HIV, 48 hrs, community services, inc access (modernise, quality, stigma, improve sexual health) The PCT will want to achieve 2 goals: to award the tender to the bidder offering blend of quality & cost effectiveness; and to meet their specifications for the service in the most comprehensive way This workshop is to give you the opportunity to learn from what we did in West Sussex so that you are prepared for the process and so in a position to submit the best possible bid Richard Williams Lead Health Adviser Western Sussex Hospitals NHS Trust

Starting up Who needs to be involved in the tendering process? How should the tendering process be managed? What resources will be required? What services might competitors provide? Who will judge the bid and what will they need to know? MDT: range of ideas on how to fulfil service spec; Lead manager to coordinate work; Cons; H/A; Lead nurse; CE; Fin;-all comprise the tendering team Monthly plan of goals; task allocation Time out/TOIL; peace and quiet PCT: Understand & value the service-Cons must have good relationship with PCT to explain how service runs; consider invitation to open eve/clinic visits; PCT will want blend of cost effectiveness & quality + comprehensiveness P/C: How to support levels 1 & 2 in the community

Clinical Teaching and training Clinical governance Stakeholders (primary and secondary care, non statutory agencies) Patients Innovative practice Added value Language: modernise; added value; innovation; development; stakeholder; partnership; excellence; good practice; quality; cost effective; ‘hard to reach’
