Policy Outreach Strategic Objectives Engage Stakeholders - Timely respond to requests for policy engagement with stakeholders outside the campaign - Listen to policy advice and clarify HFA policy proposals - Synthesize important insights for policy consideration Inform Policy Creation - Bring a diverse range of perspectives to the policy creation process - Create a force multiplier to help policy team draft and revise policy proposals - Align current kitchen cabinets with broader set of policy stakeholders Leverage Across Campaign - Deploy groups of engaged policy-focused supporters across the campaign: - Early state canvassing - Fundraising - Local advocacy - Surrogate activities - Get-Out-The-Vote

Our Approach to Achieving these Objectives Monthly Google hangouts discussing issue-specific policy ideas and ways to plug in (20 groups to launch in September; Membership could grow to 100 people per group) Policy proposals drafted by working group members, reviewed and revised by coordinators/senior partners, and submitted to policy team Working Groups Bi-weekly policy briefing calls with Hillblazers Monthly policy briefing calls with each early state (NH, IA, SC, and NV) Policy briefings to constituency groups as needed (coordinated with Political team) Regular engagement with other political groups (e.g., Mayors advisory council) Constituent Outreach Prompt personal responses (calls, emails, in-person meetings) by Policy Outreach Director to incoming inquiries from key stakeholders (donors, elected officials, friends of the campaign, and key state influencers) Individual Communication CRM platform to track interactions with policy outreach stakeholders and effectively leverage for other campaign objectives (early state canvassing, fundraising, advocacy, surrogate activities, GOTV) Robust Data Management

Risk Management Plan Vetting Procedure Clear Written Expectations Members of working groups will go through HFA Vetting team Coordinators and senior partners will be vetted more thoroughly than members Clear Written Expectations Coordinators and Senior Partners will sign LOAs Members will receive email invitations clearly stating their responsibilities (list of do’s and don’t’s) Limited Data Access Only coordinators will have access to our CRM platform to manage and track communications Coordinator access limited to interactions within their groups Working Group Agendas Monthly meeting agendas will be designed for broad policy feedback Specific policy details and rollout plans will be ironed out in smaller groups
