What is Human Trafficking? Form of modern day slavery; Traffickers use FORCE, FRAUD, or COERCION on victims for the purpose of sexual exploitation or labor; and Rapidly growing criminal industry second only to drug dealing and equal in scope to arms dealing. 4

Human Trafficking and DCF Initial focus on the trafficking of minors as a child welfare issue began in the Spring of 2013, prior to the 2014 Super Bowl. The Justice for Victims of Trafficking Act of 2015, expanded definition of “child abuse” to include human trafficking.
