A time of significant change… Illustration by Tang Yau Hoong) A time of significant change… Introduction of new Trailblazer Apprenticeship standards to cover much of the existing provision Review dates in the next 12 months of much of the most Key provision in this area (CAVA/TAQA; AET/CET/DET) Position: as increasingly this suite will support the whole of apprenticeship delivery; including by employers as well as in the traditional FE/ Training Provider market

How do the new Apprenticeship Standards work? In summary there are three parts to the new standards apprenticeship: Development towards the relevant standard Gateway review when the learner is signed off by the employer as being at the right level to undertake the end-point assessment End-Point Assessment when the learner undertakes a synoptic assessment to demonstrate competence What is different to SASE? SASE largely was a funding stream including qualifications and qualifications are not compulsory in most Trailblazer apprenticeships The content of SASE was devised by Sector Skills Councils whereas the new standards are devised by Employers The assessment of competence is through End-Point Assessment. Formative assessment during the programme cannot contribute to this judgement.

Education and Training/ Learning and Development Three Apprenticeship standards have been approved but are not yet available to deliver: FE Learning Mentor (Level 3) FE Assessor-coach (Level 4) FE Learning and Skills Teacher (Level 5) All have a mandatory qualification in Safeguarding, being developed by Pearson. The level 5 standard includes as mandatory the Diploma in Education and Training. Learning and Development Two Apprenticeship standards have been approved for development but are not yet published: Learning and Development Practitioner (Level 3) Learning and Development Consultant/ Business Partner (Level 5)

Teaching Assistant Standards One standard has been approved but is not yet ready for delivery: Teaching Assistant (Level 3) The group are in the process of finalising the assessment plan and gaining agreement from Ofqual for Quality Assurance. There are no compulsory qualifications in this framework although the Level 3 Diploma for Specialist Teaching and Learning can be delivered alongside it. In addition, the Trailblazer group are starting the development of a level 2 Teaching Assistant standard.

Other Standards Approval has been given for standards in the following: School Business Manager/ Director Two standards are being developed by employers, one at level 4 and one at level 6. These have been out for consultation Careers Guidance Approval has recently been given to an employer group to develop a level 6 standard for Careers Guidance professionals Teacher Standards and an assessment plan written by an employer group have been out for consultation for a level 6 Teaching standard for graduates.

Qualifications Status

Qualifications - Summary Illustration by Tang Yau Hoong) Qualifications - Summary Qualifications are currently under review to ensure that they are fit for purpose for the future. In some cases qualifications will change or be withdrawn and in some cases further guidance will be issued Qualifications in existing SASE frameworks are being extended Peer Mentoring and Education are being extended to 2021 Safeguarding qualification is in development

Advice and Guidance/ Careers Guidance Both Advice and Guidance Qualifications will be withdrawn and the final entry date for learners will be 30 April 2018: 600/0684/5 Pearson Edexcel Level 3 NVQ Certificate in Advice and Guidance 600/0685/7 Pearson Edexcel Level 4 NVQ Diploma in Advice and Guidance. Careers Guidance A decision in relation to Careers Guidance will be communicated shortly: 601/2598/6 Pearson BTEC Level 6 Diploma in Career Guidance and Development.

Education and Training The AET and CET qualifications will be extended to 31 July 2018 while a review takes place to ensure fitness for purpose. I am not expecting changes to be significant to these: 601/0685/2 Pearson BTEC Level 3 Award in Education and Training (AET) 601/1238/4 Pearson BTEC Level 4 Certificate in Education and Training (CET). DET review date is 31 July 2018 and a review is currently being carried out to ensure that this qualification is fit for purpose for the future. I am expecting that there will be some change: 601/1228/1 Pearson BTEC Level 5 Diploma in Education and Training (DET).

Peer Education and Mentoring The award-sized qualifications are being extended to 31 December 2021. This includes both of the qualifications below: 500/9749/0 Pearson BTEC Level 2 Award in Peer Education 500/9805/6 Pearson BTEC Level 2 Award in Peer Mentoring The certificate-sized qualifications have been withdrawn and have a final date for learner registrations of 31 December 2017: 500/9748/9 Pearson BTEC Level 2 Certificate in Peer Education 500/9805/6 Pearson BTEC Level 2 Certificate in Peer Mentoring

Assessor and Verifier Qualifications The current proposal is that all of the qualifications in these suites are extended to 2020. Guidance is being put together about how to use these qualifications to support Trailblazer apprenticeship and other non-accredited assessment Current position is that we need more experience of the new apprenticeship standards to know exactly what will be needed in the future. However, the basic principles of assessment have not changed so for the time being the qualifications develop the skills required by different types of assessor Indications are that assessor qualifications will still be needed/ will potentially expand in the future We are very concerned about transferability between different assessor roles and acceptability between Awarding Organisations for assessors in the future.

SASE Qualifications – All extended..! Learning and Development A 12-month extension has been agreed to these qualifications while the trailblazer standards are agreed to 31 December 2018: 600/2407/0 Pearson Edexcel Level 3 Certificate in Learning and Development 600/2654/6 Pearson Edexcel Level 4 Diploma in Learning and Development Employment Related Services A 24-month extension has been agreed to the diploma to 31st December 2019: 600/9662/7 Pearson BTEC Level 3 Diploma in Employment Related Services However, the qualifications not included in the SASE apprenticeship have been withdrawn and the final date for registrations is 31 December 2017: 600/9505/2 Pearson BTEC Level 3 Award in Employment Related Services 600/9665/2 Pearson BTEC Level 3 Certificate in Employment Related Services

SASE Qualifications – All extended..! Supporting Teaching and Learning A 12-month extension to 31 December 2018 has been agreed to the following SASE qualifications: 501/1036/6 Pearson Edexcel Level 2 Certificate in Supporting Teaching and Learning in Schools 501/1028/9 Pearson Edexcel Level 3 Diploma in Specialist Support for Teaching and Learning in Schools. Also extended for 12 months: 501/1020/2 Pearson Edexcel Level 2 Award in Support Work in Schools 501/1027/5 Pearson Edexcel Level 3 Award in Supporting Teaching and Learning in Schools 501/1028/7 Pearson Edexcel Level 3 Certificate in Supporting Teaching and Learning in Schools

Safeguarding Development Following qualification is under development: Pearson BTEC Level 2 Award for Safeguarding in a Learning Environment It will be approximately 20GLH and includes the content required for the Education and Training Apprenticeship standards
