Value-Added Evaluation & Tenure Law Presented by: Jodie Dransfield

Value-Added Evaluation Four levels of summative ratings Multiple objective measures of student learning Practice instruments are designed to foster and capture standards-based instruction (ie. Danielson Domains 1a & 2b, McREL Standard III, Domain 2.44 of Marzano) Observation process includes pre- and post-conferences. Summative evaluation conferences allow the opportunity for teachers and school leaders to discuss observation and assessment results.

Evaluation Using Multiple Measures* Teacher Practice + Student Growth Objective (SGO) Student Growth Percentile (SGP)= Summative Rating All Teachers Eligible Teachers *The TEACHNJ Act requires evaluations to include multiple measures of student progress and multiple data sources.

Differentiated Teacher Observations Teacher Categories Total # of Observations Observers Non-Tenured Year 1-2 3 (2 long, 1 short) Multiple Observers Required Year 3-4 (1 long, 2 short) Tenured (0 long, 3 short) Multiple Observers Recommended Long: 40 minutes with post conference Short: 20 minutes with post conference Corrective Action Plans: Teachers rated Ineffective or Partially Effective are required to have one additional observation; multiple observers are required. All teachers must have at least one announced and one unannounced observation. Teachers present for at least 40% of the year must have at least 2 observations.

Student Growth Objectives Student Growth Objectives(SGOs)are long-term learning targets set for groups of students. Aligned to Core Curriculum Content Standards. Multiple data used for baseline information. Differentiated targets; ambitious and achievable for all students. Includes significant proportion of students and curriculum.

Teachers without SGP set two SGOs

Student Growth Percentiles Student Growth Percentiles (SGPs) measure how much a student has learned from one year to the next compared to peers with similar academic history from across the state in 4th-8th grade Language Arts and Math. Effective teaching results in learning growth which can go unnoticed if only looking at proficiency; SGP is one of multiple measures to focus on growth.

Teachers with an SGP set one or two SGOs All teachers set SGOs: 20% of summative rating

What is Tenure Law? https://www.youtube.com/watch?v=WauWB3qxnMA - t=228

Earning Tenure Evaluations are now directly linked to your tenure. New hires will earn tenure after four years of employment. Complete mentorship program during 1st year. After initial mentor year, must receive Effective or Highly Effective in 2 out of 3 annual summative evaluations.

The Benefits of the New Tenure Law Ensures that the best teachers are in every classroom. Earning tenure after four years will provide new teachers with an additional year of mentoring. Evaluations should identify successful teachers and help struggling teachers to improve. Test scores are not the predominant factor in a teacher’s evaluation. Tenure cases will use an arbitrator to dismiss a teacher that is ineffective. Which is much faster and less costly. Teachers have the right to appeal to an outside third party.

Maintaining Tenure Teachers who acquire tenure must maintain a Highly Effective or Effective rating. Receiving a Partially Effective or Ineffective rating on the summative evaluation will have a Corrective Action Plan put in place. Additional support will be provided to address the areas of need. A School Improvement Panel consisting of the principal, a vice principal, and a teacher will create the corrective action plan and conduct mid-year evaluations.
