Federal Financial Aid Gap for Florida College System AA requirement completers Council of Presidents November 2, 2017

Problem Statement The Florida College System institutions only confer a General AA degree consisting of 36 credits of general education and 24 credits of electives. Several SUS programs have common pre-requisites that when combined with the requirements of the General AA exceed 60 credit hours. In many cases financial aid cannot pay for the pre-requisite coursework because there are not enough elective credits in their program to accommodate prerequisites.

Financial Aid Regulation If a student is enrolled in courses that do not count toward his degree, certificate, or other recognized credential, they cannot be used to determine enrollment status unless they are eligible remedial courses. This means you cannot award the student aid for classes that do not count toward his degree. The Federal Student Aid Handbook, Volume 1, Chapter 1

Student Example Sarah G. Full-Time student, graduated from a local HS in 2014 Female, Pre-Engineering, no major changes, cum gpa = 3.16 Federal Financial Aid recipient and Work Study student Adopted a Learning Plan in Fall 2014 and did not deviate from it Student started her math sequence at MAT1033 Student started her Chemistry sequence at CHM1025 with lab Sarah met the AA requirements but still had 10 credits of Engineering prerequisites which Financial Aid would not pay for SPC found institutional dollars to pay for remaining 10 credits

Additional Math 23 Student began at MAT1033; State Pre-Reqs start at Calc I. Additional Science 10 Student began at Intro to Chem. State Pre-Reqs start at Chem I. Electives & Pre-Reqs 24 Ancient Greek Mythology for exploration. Total 60 48 78

Magnitude of Problem 117 Students were conferred the AA in Summer 2016 and are now enrolled as non-degree seeking students this fall working on pre-requisites Shared with a small group of CSA members and almost unanimously they agreed they had the same problem at their institution. Recommendations Encourage the Florida DOE and the Florida Board of Governors to work collaboratively to reduce the number of common prerequisite courses to enable students to take advantage of the 2+2 as it was intended and guaranteed by statute. Lobby Federal Financial Aid policymakers to award up to one additional year of Pell for remaining state mandated common prerequisites. We think this is the most viable solution and efforts have begun to this effect. Determine the system-wide impact of numbers of students negatively affected each year. Coordinate a statewide response from Financial Aid Directors to share at the national level to help influence federal reauthorization to include remaining SMCP coursework as legitimate prerequisite coursework. Use Institutional dollars to help students finish until a permanent solution is in place.
