January 2009 Update Site Waste Management Plans Site Waste Management Plans are required for construction projects worth more than £300,000. The checklist in Appendix 8 has been updated to add SWMPs as a requirement at the pre-construction phase of a project.

Simple presentations will be available for all Codes and should be used by STFC Managers at all levels to cascade the key messages to all staff and contractors. Do we want to ask for

Why a CDM SHE Code? “2.2 million people work in Britain’s construction industry, making it the country’s biggest industry. It is also one of the most dangerous. In the last 25 years, over 2,800 people have died from injuries they received as a result of construction work..” Source: HSE website, “Health and safety in the construction industry” Construction projects involve a range of hazards including: fire, scaffolding, excavation, electrical, demolition, work at height, The STFC manages directly, or through others, a large programme of construction and modification of buildings and experimental facilities.

When does CDM apply ? The CDM regulations were developed to improve construction safety CDM applies to the construction or preparation of buildings for whatever activity, for example: partitions, ceilings, structural modifications, structural shielding, services, fire and alarm systems … CDM does not apply to the ‘fit out of a laboratory’ provided the work does not affect, or require modification of, the structural integrity of the building or does not require ‘hard wired’ mains services However, it may be helpful or practical to encompass what is not a CDM activity within a CDM managed project.

Key points CDM establishes for any construction project 4 key roles with clear responsibilities : Client; Designer; Principal Contractor (and Contractors); & CDM Co-ordinator STFC staff may fulfil one or more, or all, of these key roles. Construction projects worth more than £300,000 will require a Site Waste Management Plan.

Key points CDM legislation applies to the vast majority of construction and demolition projects. NOTE: Construction projects that: Last more than 30 days; or involve more than 500 person days construction work. are ‘Notifiable’ and must be reported to the Health & Safety Executive (HSE) by the CDM Co-ordinator.

Key points Read the part of the Code relevant to you Does CDM apply to projects you are working on? If YES – have the roles of client, designer, contractor, and CDM co-ordinator been established? Does the project need to be notified to the HSE under CDM?

SHE Training A standard appendix to each SHE code lists necessary training - competence in safety is important Training appendices should be used by managers and staff when considering new hazards or in general as part of Annual Performance Reviews (APRs). - see SHE Code 10 ‘Provision of SHE training’ As each code is launched relevant training will be set up for staff.
