Pearl Harbor USA’s isolationist policy was leaving its military in a state of flux Even though it declared itself neutral – did a lot in the war

Pearl Harbor Destroyers for Bases (giving old destroyers to Britain in exchange for bases in the Caribbean) Lend-Lease Act (giving war materials to allies) Cash and Carry (giving war materials to Britain – but Britain had to use own ships to get it) Rearmed Anglo-French forces at Dunkirk

Pearl Harbor United States in the way of Japan’s ambitions in South East Asia – Japan needed oil, rubber for war Roosevelt demanded Japan withdraw from Indo-China and stopped selling oil to them Negotiations were for naught
