Development Issues 1. Foreign invest has been inanimate, although the government has an intention of dealing with foreign countries through trade and investment promotion. 2. Major Industry is mining and agriculture, and more than 30% of the work force pursue in agriculture. However the GDP for agriculture is 18% 3. Entrepreneurs with modern business administration skills are quite limited, and the government also lacks capability to formulate and implement economic and business promotion policies even after 20 years from independence. 4. Transport infrastructure is crucial to achieve smooth distribution in a mountainous and landlocked country. However the conditions are still insufficient. JICA’s PRIORITY AREAS Create employment in a wide area / Export Potential Exploitation Agriculture and Business Promotion Program for Promotion of Agriculture Production/ Processing Program for Business & Investment Promotion ・Assistance to develop potential to produce and export agriculture products with high demand from overseas markets. ・Assistance for agro-processing for increased value added of crops and livestock. ・Assistance for human resource development (both private and public sectors) for SME business promotion, with priorities on (but not limited to) agriculture related businesses. ・Assistance for improved business environment (including electricity supply) Development of Base to strengthen its export competitiveness Development of Transport Infrastructure Program for Reduced Transport Cost ・Assistance for improved connectivity between urban and rural areas, which eventually contributes to making linkages with external markets, through policy advice, T/A and capacity development for improved ability of MoTC to make, deliver and implement transport sector policy and planning. ・Assistance to develop transport sector infrastructure in road, civil aviation, railway, and customs.
