Riddle Chemical Barn RRT Activation: None Type and amount of product: 353 containers of flammable liquids & solids, oxidizers, poisons/toxins, corrosives; 20 lbs elemental Hg, 35 gal drum of cyanide powder, and sodium powder. Cause of incident: Death of one of PRPs and foreclosure or property; No one in residence; no upkeep of property Date of response: July 14 - 15, 2017 Potentially Responsible Party: Bank & mortgage company; previous residents – one dead and one transient Key operational activities: 1)Conduct assessment, categorization of chemical containers. 2) Removal of hazardous chemicals and waste posing a threat of release of release to the environment and threat to public health. Major lessons learned: This kind of site is common in R10 – abandoned facility or one owned by party with no resources (often gold miner) – within inadequate and dangerous storage of multiple types chemicals and mercury. Baker City Mercury RRT Activation: None Type and amount of product: Elemental Mercury, approx. 100 lbs Cause of incident: Grass fire at rural residence and adjoining property, caused by owner; pressurization of mercury container in fire and explosion /distribution of mercury over site Date of response: August 30, 2017 for ER; October 2 for Removal Action Responsible Party: Resident, owner of property Key operational activities: Assessment of Baker City firefighters’ clothing and gear, transport apparatus, Fire station, Medical Center ER, hospital room for injured resident, firefighters’ homes, Sheriff’s clothing and equipment, and electric cooperative’s personnel equipment and clothing, and site property for presence and levels of mercury Stabilization by ODEQ, EPA Removal of Hg at property Major lessons learned: Used Black-bin method of mercury detection and delineation for soil State assistance in site for site security and stabilization County Health and EM outreach Lead Coordinator Contact Information: OSC Stephen Ball (208) 378-6510 Ball.Stephen@epa.gov 8/25/2018 FOSC Reports
