purpose To update the Portfolio Committee on Arts and Culture on the progress of reviewing the White Paper on Arts, Culture and Heritage and the process going forward 3

BACKGROUND The Department of Arts and Culture (DAC) initiated a comprehensive process of reviewing the White Paper of 1996, Subsector and Public Consultations in April and completed in June 2016; First and second draft based on public inputs submitted to DAC by end of August 2016; shared with entity CEO’s, HODs, and briefing to the PC in September 2016 Second Draft presented to the Minister by the end of October 2016, and a National Consultative Indaba was held in Gauteng on the 17-18 November 2016, PC represented by Hon. Jabu Mahlangu. Deadline for written submission/inputs on the indaba, 15 Dec 2016 Reference panel consolidation of inputs/written submission and submitted third draft end of February 2017 Commencement of the Socio-Economic Impact Assessment study

PROGRESS TO DATE DAC and the Reference Panel agreed that the South African Cultural Observatory (SACO) conduct the Socio-Economic Impact Assessment (SEIA) study of the Revised White Paper on Arts, Culture and Heritage. SACO is part of the department’s Mzansi’s Golden Economy (MGE) programme, which have the capacity, expertise and skilled personnel to conduct the study on behalf of DAC. The Socio-Economic Impact Assessment study was not budgeted for in the initial budget plan of the revision of the 1996 White Paper. The execution of the said exercise by SACO will thus have some cost saving implications and will be completed on time as agreed in the stipulated terms of reference (ToR).

PROGRESS TO DATE CONTINUES The Socio-economic Impact Assessment must cover all the key policy recommendations in the Draft Revised White Paper on Arts, Culture and Heritage with the view to establishing the efficacy of the proposed policy revisions and the extent to which they address the arts, culture and heritage rights and needs of the society as well as the policies potential contributing to the socio-economic development in the country.

PROCESS OUTLINE AND TIME FRAMES The scoping notes which serves as terms of reference for the task was discussed and accepted by SACO representative during the Bid Specification Committee meeting as per Supply Chain Management Policy. A service level agreement (SLA) was entered into between DAC and SACO The use of a variety of impact assessment methods are recommended including policy analysis and evaluation, focus groups, questionnaires, interviews and public consultations 7

TIME FRAMES Submission of Socio-economic Impact Assessment Proposal: 17 March 2017 Planning and Preparation of research tools and programme: 20-31 March 2017 Commencement of the Socio-economic Impact Assessment: 1 April to 31 July 2017 Submission of the First Draft Impact Assessment Report: 18 August 2017 Submission of Final Impact Assessment Report: 29 September 2017 Report back and Public Comment on SEIA report mid October 2017 Submission of the final Impact Assessment report to Presidency: DPM&E end of October 2017 Report from DPM&E and permission to submit to Cabinet Nov 2017
